S P E C I F I C A T I O N S LAKE TEXOMA OKLAHOMA & TEXAS FLOOD DAMAGE REPAIRS FOR LAKE TEXOMA PART 1 - GENERAL 1.1 SCOPE OF WORK These specification and drawings covers requirements for contractor to furnish all materials, labor, and equipment necessary to repair flood damages at multiple locations at Lake Texoma. Work will be performed in Grayson County, Texas and Bryan County, OK. 1.1.1 (CLIN - 0001) Contractor to provide all supervision, labor, materials, and equipment to grade area for proper drainage and build access roadway and parking lot at Oklahoma Damsite PUA. 1.1.2 (CLIN - 0002 OPTION) Contractor to provide all supervision, labor, materials, and equipment to install new LED lights at Texas Damsite PUA. 1.1.3 (CLIN - 0003 OPTION) Contractor to provide all supervision, labor, materials and equipment to trench for new underground electric service and installation of LED lights at Texas Damsite PUA. 1.1.4 (CLIN - 0004 OPTION) Contractor to purchase, deliver and place 100 boulders at Oklahoma Damsite PUA. 1.1.5 (CLIN - 0005 OPTION) Contractor to purchase, deliver, and place 50 boulders at Oklahoma Damsite PUA. 1.1.6 (CLIN - 0006 OPTION) Contractor to provide all supervision, labor, materials and equipment to construct one new storage facility at West Burns Run PUA. 1.1.7 (CLIN - 0007 OPTION) Contractor to provide all supervision, labor, materials and equipment to install one new shade structure at West Burns Run Day Use PUA. 1.1.8 (CLIN - 0008 OPTION) Contractor to provide all supervision, labor, materials and equipment to demolish and remove the existing shade structure and install one new shade structure at East Burns Run Day Use PUA. 1.2 REFERENCES a. ACI 318, ACI 301 and ACI 306 b. National Electric Code c. EM 385-1-1 Corps of Engineers Safety Manual d. AWSD1.1 Structural Welding Code e. National Standard Plumbing Code 1.3 BASIS FOR PAYMENT Partial and Full Payment. 1.4 WORK HOURS Regular work hours will be from 8:00 am - 4:30 pm Monday through Friday, excluding federal holidays. Any proposed changes to the work hours must be approved by the Contracting Officer. 1.5 COMPLETION TIME Work shall be completed within 90 calendar days after receipt of the notice to proceed. 1.6 SAFETY REQUIREMENTS The contractor shall comply with the Corps of Engineers Safety and Health Requirements anual, EM 385-1-1 dated November 2014, and all applicable Federal, State, and local safety codes and practices. It is the contractor's responsibility to insure public safety during the entire duration of the contract. Necessary signs, barriers, warning devices, etc. shall be operated and maintained by the contractor at contractor expense. Contractor employees shall comply with the minimum dress requirements as stated in Chapter 7 of EM 385-1-1. 1.7 EQUIPMENT All equipment used to perform work under this contract shall be in good operating and mechanical condition and shall comply with Section 18 of EM 385-1-1. Equipment shall be inspected by the contractor and the inspection reports shall be submitted to the Contracting Officer prior to utilization of such equipment to accomplish work on this contract. 1.8 WEATHER LIMITATIONS Work shall not be done during adverse weather conditions that would cause damage to Government Property. 1.9 SUBMITTALS The contractor may be required to furnish certain submittals. These submittals may be certifications of materials, safety plans, drawings, training certifications, work plans, etc. These will be specifically listed and shall be furnished to the Contracting Officer. Submittals requiring Government approval shall be formally prepared and approval granted prior to proceeding with work involving these submittals. FIO (For Information Only) submittals do not require Government approval. 1.10 PREWORK CONFERENCE A prework conference will be held with the Contracting Officer and contractor prior to the commencement of any work. The contractor's responsible person and necessary administrative staff will be required to attend this meeting. Procedures for proper invoicing and payment, schedule, etc., will be covered at this time. 1.11 ENVIRONMENTAL CLEANUP The contractor shall maintain a clean work area at all times. The contractor shall be responsible for the protection of the environment and will be required to restore all damages subject to the approval of the contracting officer. The contractor shall remove and dispose of all debris off Government property in a state approved disposal site unless specified otherwise. Dusty Pollard Lake Texoma Project Office 351 Corps Rd Denison, TX 75020 1.14.Weather Delays. TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (OCT 1989) (ER 415-1-15) 1.14.1. This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the contract clause entitled "Default: (Fixed Price Construction)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied: a. The weather experienced at the project site during the contract period must be found to be unusually severe, that is, more severe than the adverse weather anticipated for the project location during any given month. b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the contractor. 1.14.2. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent activities. Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the contract, the contractor will record on the daily Contractor Quality Control (CQC) report, the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent of more of the contractor's scheduled work day. The number of actual adverse weather delay days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in paragraph 1.10.2, above, the contracting officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work day, and issue a modification in accordance with the contract clause entitled "Default (Fixed Price Construction)". 1.15 Liquidated Damages. Refer to basic contract Section 00800, clause 52.211-12, Liquidated Damages-Construction, $1,213.00 per day. 1.16 Antiterrorism and Operations Security Requirements. The Contractor shall be responsible for ensuring all personnel, to include sub-contractor personnel, comply with the training requirements and procedures identified on the document titled "Antiterrorism/Operations Security Requirements". When items for which training is identified, the Contractor shall ensure that all personnel complete acknowledgement for the specified training; the Contractor is responsible for ensuring all training acknowledgments, when applicable, are submitted to the COR or Contracting Officer within 10 calendar days of contract award (or NTP for construction contracts). In no event shall any contractor or sub-contractor personnel be onsite prior to completion of any applicable training and submission of training verification. Training materials and verification forms will be provided by the Contracting Officer upon written request. PART 2 - PRODUCTS 2.1 MATERIALS The listing of the following materials does not limit the contractor to the purchase of just these materials. The contractor may be required to provide additional materials to complete the project. All materials shall be new and undamaged as follows. 2.1.1 Oklahoma Damsite PUA 2.1.1.1 The contractor shall furnish 3/4 inch crusher run gravel for the roadway. 2.1.1.2 The contractor shall provide 315 pound woven geotextile stabilization fabric for the underlayment of the roadway. 2.1.1.3 Contractor shall provide Bermuda Grass Sod free of foreign debris. 2.1.1.4 Contractor shall provide Winter Rye grass and Hulled Bermuda Grass Seed for seeding of disturbed soils. 2.1.1.5 Contractor shall provide top soil free of foreign debris. 2.1.1.6 Canopies a. 3" x 3" square tubing for post shall have a 3/16" wall thickness. b. 3" x 3" square tubing for rafters and braces shall be 11 gauge. c. 1 1/2" x 3" rectangular tubing for purling, and rafters shall be 11 gauge. d. Roof sheet metal shall be 26 gauge, "U" panel painted with a 25 year Warranty. Color will be provided to the contractor at pre-work. e. Ridge row shall be 26 gauge and color shall match sheet metal. f. Flashing for gable end shall be 26 gauge and color matched with sheet metal. g. Screws shall be approved by sheet metal manufacture and color matched with sheet metal. h. Paint shall be 15 year enamel. i. Primer shall be a corrosion preventive type compatible with the paint. 2.1.1.7 Concrete shall be 3500 PSI concrete. 2.1.1.8 Rebar shall be #3 rebar. 2.1.2 Texas Damsite Light Installation 2.1.2.1 Contractor shall provide 6 (six) light pole tenons designed to mount the required light fixtures specified. 2.1.2.2 Contractor shall provide 6 (six) CREE model FLD-EHO-70-HV-24-E-UL-SV-1000mA-R-4000KCCT or equal. 2.1.2.3 Contractor shall provide 6 (six) CREE model RUL-HT-5ME-C-40K-12-UF-NES-K2 or equal. 2.1.2.4 Contractor shall provide stranded copper wire sized in accordance with the NEC to provide electrical service to the newly installed lights. 2.1.3 Texas Damsite Light and Wire Replacement 2.1.3.1 Contractor shall provide 2 (two) light pole tenons designed to mount the required light fixtures specified. 2.1.3.2 Contractor shall provide 2 (two) CREE model FLD-EHO-70-HV-24-E-UL-SV-1000mA-R-4000KCCT LED lights or equal. 2.1.3.3 Contractor shall provide 2 (two) CREE model RUL-HT-5ME-C-40K-12-UF-NES-K2 LED lights or equal. 2.1.3.4 Contractor shall provide stranded copper wire sized in accordance with the NEC to provide electrical service to the newly installed lights. 2.1.3.5 Contractor shall provide copper wire sized in accordance with the NEC and designed for direct burial to provide electrical service to existing light poles. 2.1.4 Boulders 2.1.4.1 Contractor shall provide mossy boulders that meet the specifications outlined in this contract. 2.1.5 West Burns Run Storage Facility 2.1.5.1 Building Construction 2.1.5.1.1 Frame construction upright shall be 3" X 3" 14 gauge, primed, square tubing. 2.1.5.1.2 Trusses shall be constructed of 1 ½" X 3" 14 gauge, primed rectangular tubing and have a roof pitch of 4/12. 2.1.5.1.3 C-Purlin shall be 1 ½" X 3" 14 gauge primed. 2.1.5.1.4 Contractor shall supply 1 (one), 6' wide x 7' tall and 2 (two) 8' wide by 8' tall roll up doors that are white with chain assist opening and closing mechanism. 2.1.5.1.5 Entry doors shall be 36" wide by 6' 8" tall and constructed of steel. 2.1.5.1.6 Sheet metal for walls shall be 26 gauge, U-Panel and Lightstone in color. 2.1.5.1.7 Sheet metal for roof shall be 26 gauge, U-Panel and Emerald Green in color. 2.1.5.1.8 All trim shall be 26 gauge and colored to match the adjacent sheet metal color. 2.1.5.2 Utilities 2.1.5.2.1 Drain fittings shall be PVC schedule 40 pipe sized to the existing PVC drains. 2.1.5.2.2 Water supply pipe and fittings shall be copper and sized to existing copper water supply pipe. 2.1.5.2.3 Water heater shall be a Rheem model RETEX-18 240 volt tankless water heater or equal. 2.1.5.2.4 Distribution panel shall be an Eaton model BR816B200RF or equal. 2.1.5.2.5 Wire shall be copper and sized in accordance with NEC. 2.1.5.2.6 Electrical conduit shall be schedule 40 and sized to accommodate wire installed. 2.1.5.2.7 Contractor shall provide 3 (three) ceiling lights that shall be Columbia model MPL8-50VL-W-EDU-SFA or equal. 2.1.5.3.8 Contractor shall provide 4 (four) CREE model XSPWA03FCUZ or equal. 2.1.5.3 Interior Finish 2.1.5.3.1 Sheet metal and trim shall be 26 gauge, U-Panel and Lightstone in color. 2.1.5.3.2 OSB shall be 7/16 inch thick. 2.1.5.3.3 Spray Foam Insulation shall be open cell and applied to industry standards. 2.1.6 Shade Structures 2.1.6.1 Shade structures shall be UltraShade 20' x 34' with an 8' eave height or equal. 2.1.6.2 Concrete for shade structure posts shall be 3500 psi concrete. 2.2 DELIVERY AND STORAGE Materials shall be delivered to the site undamaged and stored out of contact with the ground. Materials that are damaged during the delivery or improper storage shall be replaced at no cost to the government 2.3 GOVERNMENT FURNISHED PROPERTY None PART 3 - EXECUTION 3.1 ACCOMPLISHMENT OF WORK - OKLAHOMA DAMSITE All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. The contractor shall grade area to divert water runoff, construct road and parking area, place sod in all ditch lines, and seed all disturbed soils. Work will be performed approximately 3 miles south of Cartwright, Oklahoma in Bryan County, Oklahoma. The contractor shall provide Quality Control (QC) of all work. The government will conduct Quality Assurance (QA). 3.1.1 Construction of Roadway and Parking Area The contractor shall construct a roadway to allow access to Oklahoma Damsite. The approximate total area of the road way and parking lot is 16,000 square feet. The roadway shall be 12' (feet) wide. The parking area shall be 40' (feet) wide and 100' (feet) long. The approach from the roadway to the parking area shall be a minimum of 20' wide to allow for ingress and egress to and from the parking area and roadway. There is an aerial view of the proposed roadway in the attached maps. The contractor shall grade the roadway and parking area to have a crown to shed water to the ditches to allow for adequate runoff. The contractor shall grade ditches on each side of the roadway and parking area as shown in the attached drawings. The belly or bottom of the ditches shall be a minimum of 2' (feet) in width. An example of a typical roadside ditch can be found in the attached drawings. The contractor shall place 315 pound, woven, geotextile fabric prior to placement of roadway surfacing. The fabric shall extend a minimum of 3" (inches) past the edges of the roadway and parking area. Where the fabric overlaps, the contractor shall overlap the adjacent fabric a minimum of 1' (foot). The contractor shall place 3/4" (inch) crusher run rock a minimum of 6 inches thick for the roadway and parking area. The rock shall match the grade of the base to allow for runoff and be compacted using a roller compactor to a minimum compaction rate of 95 percent. The contractor shall place one 20" (inch) polyethylene culvert that will extend beyond each side of the road to allow for proper drainage. The location of the culvert can be found in the attached maps. 3.1.2 Grading of Oklahoma Damsite The contractor shall grade approximately 3.8 acres to repair erosion and to direct drainage water. A map of the area to be graded can be found in the attached maps. The contractor shall smooth the area using the appropriate equipment to repair spoils, ditches, or cuts back to a smooth surface free of foreign debris. The end result of the graded area shall be so, to allow for seeding and sodding of the area. The contractor shall create a and ditch at the indicated location on the attached maps. The belly or bottom of the ditch shall be a minimum of 6' feet wide. The slope of the top of the berm to the edge of the ditch shall have a maximum slope of 3H to 1V. The bottom of the ditch and the top of the shall have a curve and not be flat. A typical cross section of the ditch and berm can be found in the attached maps. The contractor shall remove an existing culvert and remove off of government property. The area disturbed caused from removing the culvert shall be graded, compacted, and smoothed. The location of the existing culvert can be found in the attached maps. The contractor will be required to remove stumps, root balls, and dead trees in the graded area. The contractor will be required to remove all vegetation in the sandy beach area indicated on the attached maps. The contractor shall remove all vegetation from government property or burn the vegetation in a designated location determined by a Government Official. 3.1.3 Sodding and Seeding The contractor shall seed or sod any disturbed soils in the graded area. A map of the area to be seeded can be found in the attached maps. The total area to be seed and sodded is approximately 2.5 acres The contractor shall place Bermuda Grass sod along all ditches created to divert water runoff. The sod shall be placed from top of ditch to top of ditch and shall extend 3 feet beyond the top of the ditch. The soil that the sod will be placed on shall be free of any foreign debris that would impede the complete contact of the root system to the ground. Sod shall be staked or pinned in place to eliminate movement or washout prior to full establishment. The contractor shall spread grass seed on all disturbed soils that are not sodded. The contractor shall spread of mixture of Winter Rye, Winter Wheat, and Fescue grass seeds. The application rate of each grass seed shall be 4 lbs. of seed per 1000 square foot. The seed shall be broadcasted to provide an even spreading of the seed across the entire area. The contractor shall water the sod 1 hour per day, 7 days per week for the first week, 1 hour per day every other day for the second week, and 1 hour per day every third day on the third week. 3.1.4 Picnic Canopies The contractor shall place 3 (three) picnic canopies with concrete slabs at Oklahoma Damsite. The exact location of the slabs and canopies will be located on site. 3.1.4.1 Concrete Forms shall be constructed and place by the Contractor in order to provide a 4-inch thick concrete slab on grade. The slabs shall be constructed on a compacted aggregate base prepared by the contractor. Prior to placement of concrete, form surfaces in contact with concrete must be either wetted or oiled. Concrete shall be reinforced with 3/8" rebar on 16" centers. Concrete slabs shall be 4" thick with a thickened edge as illustrated in the attached drawings. The contractor shall provide 3500-PSI concrete. If Ready-Mixed concrete is used it shall be batched, mixed and transported in accordance with ASTMC 94. Delivery tickets shall be furnished with each delivery and a copy made available to the Government inspector. The contractor shall place concrete in accordance with ACI 301 and ACI 306. Weld plates for the canopy legs shall be placed in all concrete slabs as illustrated in the attached drawings. Concrete shall be finished in a matter to provide a smooth surface on floor slabs in accordance with ACI 301. The concrete shall be placed and finished so as to provide a surface that is free of defects such as low places (Bird baths) or high ridges, etc. The finish surface shall be tested for straightness. The maximum allowable deviation shall be ¼ inch in five feet. The surface of the concrete shall receive the equivalent of a steel trowel finish, but while still sufficiently wet to be worked; the surface of the concrete shall receive a light broom finish. All concrete shall be cured by approved method for seven days. During the curing period the concrete shall be protected from physical damage. Concrete may be cured by either moist or membrane curing. Concrete slabs shall have a 6" wide by 6" deep thickened edge as detailed in drawings. 3.1.4.2 Welding Welds shall be continuous around each joint/area, be neat, uniform, form, a smooth continuous bead, all slag and splatters shall be removed prior to painting or priming. All edges shall be rounded off/removed, grinding shall be smooth. The Government shall inspect the welding and grinding, any deficiencies found shall be corrected by the Contractor at his experience. Canopies shall be constructed as laid out in drawings. All welding shall be done by an experienced, qualified welder. The Contractor shall certify that the welders have been qualified for this type of work in accordance with the requirements in the latest issue of AWS D1.1 prior to commencing work. The certificate shall list the qualified welders by name and shall specify the code and procedures under which qualified and the date of qualification. Prior qualification will be accepted if welders have performed satisfactory work under the code for which qualified within the preceding three months. The Contractor shall require welders to repeat the qualifying tests when in the opinion of the Contracting Officer their work indicates a reasonable doubt as to proficiency. Those passing the re-qualification tests will be re-certified. Those not passing will be disqualified until passing. All expenses in connection with qualification and re-qualification shall be completed by the contractor. 3.1.4.3 Painting Prior to attaching roof panels, the contractor shall paint the entire frame of the canopy. The Contractor shall mechanically sand/wire brush the all metal area to remove any loose rust, welding slag and/or other foreign matter then wipe down with a cleaning solvent to remove oil. All areas shall be primed with one (1) coat rust sealer then painted with additional two (2) coats of industrial grade gloss exterior enamel. The enamel color will be provided to the contractor at the time of the pre-work meeting. The contractor shall submit specifications of the rust sealer and paint with certification in writing by the manufacturer ensuring that the rust sealer and paint to be used are of highest quality, durability, and specifically formulated for the surface on which it is to be applied. Color paint shall match the color sample provided by the Government. The Contractor shall protect all areas not receiving paint from being covered by over spray, splatter paint, etc. Areas damaged/receiving paint that was not sche¬duled, or is accidental, shall be cleaned and/or restored at the contractor's ex¬pense. This will include but not limited to slabs, tables, electric pedestals, water hydrants, vehicles etc. and any related fixtures/items in the park. The Contractor shall request an inspection after surface preparation work, prior to application of rust sealer, first (1st) coat of paint, and another prior to application of second (2nd) coat of paint. After all work is completed, contractor shall re¬quest a final inspection of canopy. 3.2 ACCOMPLISHMENT OF WORK - TEXAS DAMSITE LIGHT INSTALLATION All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. The contractor shall replace the existing lights located at Texas Damsite with new LED lights. Work will be performed approximately 10 miles north of Denison, Texas in Grayson County Texas. The contractor shall provide Quality Control (QC) of all work. The government will conduct Quality Assurance (QA). 3.2.1 Light Installation The contractor shall remove 6 (six) existing lights and wiring from the junction located at the base of each light pole to the existing lights and dispose of, off Government Property. The contractor shall install 6 (six) LED flood lights and 6 (six) LED street lights, using the existing light poles, on tenons designed to mount the specified LED lights. It will be the contractor's responsibility to determine the size of the light pole and the type of tenon needed to mount the specified light fixtures. The flood light shall be mounted per manufacturer recommendations and face toward the river at a 60 degree angle. The contractor may be required to adjust the angle of the lights to provide more light for the desired area. The street lights shall be mounted per manufacturer recommendations and be mounted on the opposite side of the light pole from the flood light to provide light for the existing parking area and roadway. The contractor shall replace the wire from the junction box located at the bottom of each light pole to the newly installed lights. The new wire shall be stranded copper and sized in accordance with NEC. The contractor will not be required to replace the underground wire supplying electricity to each pole. 3.3 ACCOMPLISHMENT OF WORK - TEXAS DAMSITE LIGHT REPLACEMENT All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. The contractor shall replace the existing lights and underground wire supplying electricity to 2 (two) light poles located at Texas Damsite. Work will be performed approximately 10 miles north of Denison, Texas in Grayson County Texas. The contractor shall provide Quality Control (QC) of all work. The government will conduct Quality Assurance (QA). 3.3.1 Wire Replacement The contractor shall replace approximately 650' (feet) of underground electrical wire with direct burial, stranded copper wire sized in accordance with NEC to supply electricity to 2 (two) existing light poles. The contractor shall trench to allow for installation of the new wire. The trench shall be a minimum of 30" (inches) deep and a maximum of 36 inches deep. A layer of bedding sand 4" (inches) thick shall be placed in the trench prior to installation of the wire, and another layer of bedding sand shall 6 inches thick shall be placed in the trench after installation of the wire. Magnetic marking tape indicating a buried electric line shall be placed in the trench 12" (inches) below the existing ground elevation. Random fill, free of debris and any rocks larger than two inches in diameter, shall be used to fill the remainder of the trench and shall be compacted to a rate of 95% maximum density. The trench shall be smoothed and graded to match the existing elevation of the surrounding earth. A drawing diagram of a typical trench is included in the attached maps and drawings. 3.3.2 Light Replacement The contractor shall remove 2 (two) existing lights and wiring from the junction located at the base of each light pole to the existing lights and dispose of, off Government Property. The contractor shall install 2 (two) LED flood lights and 2 (two) LED street lights using the existing light poles on tenons designed to mount the specified LED lights. It will be the contractor's responsibility to determine the size of the light pole and the type of tenon needed to mount the specified light fixtures. The flood lights shall be mounted per manufacturer recommendations and face toward the river at a 60 degree angle. The contractor may be required to adjust the angle of the lights to provide more light for the desired area. The street lights shall be mounted per manufacturer recommendations and be mounted on the opposite side of the light pole from the flood light to provide light for the existing parking area and roadway. The contractor shall replace the wire from the junction box located at the bottom of each light pole to the newly installed lights. The new wire shall be stranded copper and sized in accordance with NEC. The contractor will not be required to replace the underground wire supplying electricity to each pole. 3.4 ACCOMPLISHMENT OF WORK - PURCHASE, DELIVERY & PLACEMENT OF BOULDERS All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. The contractor shall purchase, deliver and place up to 150 boulders. Work shall be performed approximately 3 (three) miles south of Cartwright, Oklahoma in Bryan County Texas. The contractor shall provide Quality Control (QC) of all work. The government will conduct Quality Assurance (QA). 3.4.1 Boulder Specifications The contractor shall provide mossy boulders. The boulder shall be a minimum of 4' (feet) in diameter, a minimum of 4' (feet) in height and weight approximately 2 tons each. The contractor shall deliver the boulders on site and place the boulders in the designated location annotated in the attached map. The boulders shall be place 4' (foot) to 6' (foot) apart from each other. The exact location can be delegated by a Government official. 3.5 ACCOMPLISMENT OF WORK - WEST BURNS RUN STORAGE FACILITY All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. The contractor shall construct a new 18' - 6" by 32' storage facility at West Burns Run PUA. Work shall be performed approximately 3 (three) miles west of Cartwright, Oklahoma in Bryan County Texas. The contractor shall provide Quality Control (QC) of all work. The government will conduct Quality Assurance (QA). 3.5.1 Building Frame The contractor shall construct a metal frame storage facility on an existing concrete slab. The building shall have 10' (foot) side walls. The roof pitch shall be 2/12. The load bearing truss posts shall be 3" (inch) x 3" (inch) 14 gauge square tubing and shall be welded to weld plates anchored to the existing concrete slab. 3" (inch) C-Purlin shall be welded to the truss posts on 4' (foot) centers to secure the sheet metal. 3" (inch) C-Purlin shall be welded to the roof trusses and spaced a maximum of 3' (foot) apart. All roll up door headers shall be 3" (inch) x 3" (inch), 14 gauge square tubing. The building shall have 9" (inch) eaves on all sides. The eaves shall be covered in 26 gauge, color sheet metal and trimmed to provide a weather proof seal. The building floor plan can be found in the attached drawings. The interior wall dividing the structure into halves and delineating the laundry room shall be constructed of the same materials specified for the exterior of the building. The contractor shall place 2 (two) 8' wide by 8' tall chain assisted, roll up doors and 1 (one) 6' wide by 7' tall chain assisted, roll up door in the indicated locations on the attached drawings. The doors shall be installed per manufacturer's recommendations. The contractor shall install 4 (four), steel, 3' wide by 6' 8" tall in the indicated locations on the attached drawings. All doors shall be installed plum with locking door knobs. All door knobs shall be keyed the same, and all keys shall be provided to the Contracting Officer's Representative. Welds shall be continuous around each joint/area, be neat, uniform, form, a smooth continuous bead, all slag and splatters shall be removed prior to painting or priming. All edges shall be rounded off/removed, grinding shall be smooth. The Government shall inspect the welding and grinding, any deficiencies found shall be corrected by the Contractor at his experience. All welding shall be done by an experienced, qualified welder. The Contractor shall certify that the welders have been qualified for this type of work in accordance with the requirements in the latest issue of AWS D1.1 prior to commencing work. The certificate shall list the qualified welders by name and shall specify the code and procedures under which qualified and the date of qualification. Prior qualification will be accepted if welders have performed satisfactory work under the code for which qualified within the preceding three months. The Contractor shall require welders to repeat the qualifying tests when in the opinion of the Contracting Officer their work indicates a reasonable doubt as to proficiency. Those passing the re-qualification tests will be re-certified. Those not passing will be disqualified until passing. All expenses in connection with qualification and re-qualification shall be completed by the contractor. 3.5.2 Wall and Roof Covering The contractor shall secure 26 gauge colored sheet metal to the outside and roof of the building frame. The sheet metal shall completely cover the outside of the building frame to ensure a weather tight structure. The contractor shall place the appropriate 26 gauge, color trim that matches the color of the sheet metal it will be placed directly adjacent to cover any and all edges of sheet metal. The contractor shall place foam closures designed to provide a weather proof seal where necessary. All screws used to fasten or secure the sheet metal and trim shall be color matched to the sheet metal or trim it will be securing and have a rubber washer under the head to provide a weather tight seal. The screws shall be of appropriate length, self-tapping screws designed for use with securing to metal structures. The color of the sheet metal will be provided to the contractor at the pre-work meeting. 3.5.3 Electrical The contractor shall place all new electrical service for the new storage facility. All electrical service shall be installed to meet NEC, current edition. The contractor shall place a new 200 amp, indoor distribution panel at the indicated location marked on the attached drawings. The contractor shall connect the existing, incoming electrical service wires to the newly installed distribution panel to provide electricity to the new panel. The contractor shall place 3 (three) LED high/low bay lights in the interior of the storage facility. One light shall be placed in each room. The contractor shall place 1 (one) outdoor LED light above each roll up door on the exterior of the structure. The contractor shall place 1 (one) outdoor LED light adjacent to each walkthrough door shown on the attached drawings. All lights shall be fastened or mounted securely. All lights shall be controlled by individual switches. Switch boxes shall mounted inside structure and be mounted directly adjacent to all walkthrough doors. The laundry room will require a 3-way switch to be able to energize the light from either side of the room. The contractor shall install a 120 volt electrical receptacles at the indicated locations on the attached drawings. The contractor shall install electrical outlets to service the washing machine and dryer in the laundry room. The outlets shall be rated to service standard washing machines and clothes dryers. All electrical wire shall be run in electrical conduit. All switches and receptacles shall be installed in electrical rated boxes. All wire shall be copper and sized in accordance with NEC, current edition. 3.5.4 Plumbing The contractor shall install new sewer drain lines and water pipe to supply service for the washing machine. The contractor shall connect the new drain pipes and water pipe to the existing pipes installed in the concrete slab. The contractor will be required to ensure the drain pipe is not clogged and will provide sufficient flow to drain the washing machine. It will be the contractor's responsibility to determine the size and type of pipe that will be required to connect to the existing drain and water pipe. All pluming shall be installed inside the wall to allow for covering of the pipe. The contractor shall install a washing machine outlet box with brass valves to allow for interruption of water supply to the machine and connection of the machine drain hose. The contractor shall install a 240 volt, instant water heater in the indicated location on the attached drawing. The water heater will provide hot water to the washing machine only. The contractor shall install a dryer vent that vents outside directly behind the indicated location of the dryer on the attached drawing. The vent shall be installed to ensure a weather tight installation. All plumbing shall meet NSPC standards, current edition. 3.5.5 Interior Finishing The contractor shall secure sheet metal to outside of the walls dividing the structure into halves and the laundry room. The sheet metal shall be 26 gauge, color sheet metal and secured with self-tapping, color screws designed for fastening to metal. The contractor shall place 26 gauge, color trim matching the color of the sheet metal it will be installed adjacent to and cover all edges of sheet metal. The contractor shall spray open cell spray foam insulation to cover the entire underside of the roof and interior of the laundry room. The total area of insulation sprayed is approximately 975 square feet. The insulation shall be applied a minimum of 2 (two) inches thick and cover all of the underside of the roof and interior of the laundry room, including the ceiling of the laundry room. The contractor shall secure 7/16 inch thick OSB plywood to inside of the laundry room. The OSB shall be installed to cover all of the walls and ceiling of the laundry room. The OSB shall be secured to the walls using self-tapping, flat head screws designed to fasten wood to metal. The joints where one sheet meets another shall be smooth with now bows or sags to give the appearance of one flat, solid sheet of OSB. 3.5.6 Removal of the Existing Building Structure. The contractor shall remove all remanence of the existing storage facility and remove and dispose of, off Government Property. The existing structure has no roof or roof structure and most walls and all wall coverings are missing. 3.6 ACCOMPLISHMENT OF WORK - WEST BURNS RUN DAY USE SHADE STRUCTURE All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. The contractor shall install one new shade structure over an existing concrete slab in West Burns Run Day Use PUA. Work will be performed approximately 4 miles west of Cartwright, Oklahoma in Bryan County, Oklahoma. The contractor shall provide Quality Control (QC) of all work. The government will conduct Quality Assurance (QA). 3.6.1 Shade Structure Installation The contractor will furnish and professionally install a tension shade structure that measures 20' x 34' hip style with 8' eave that, when installed, shall cover existing 18'x6" x 32' concrete slab. Canopy shall come with glide elbows for easy removal of canopy. Contractor must meet or exceed ALL specifications for a long rectangle tension shade structure offered by ultrashade TM. ultrashade TM is a division of UltraPlaySystems,Inc. The tension shade structure shall meet or exceed all warranties and guarantees provided by ultrashade TM for a tension shade structure. The tension shade structure shall be professionally installed as per the manufacturer's directions to meet or exceed all warranties and guarantees provided by ultrashade TM for a tension shade structure. The color of the shade material shall be rain forest green. The color of all columns and hoops shall be powder coated, Pine Green (RAL6028) in color. The legs of the structure shall be secured to concrete piers. The concrete piers shall be a minimum of 30" (inches) in diameter and 36" (inches) deep. The concrete shall be 3500 PSI concrete and reinforced with #3 rebar. A drawing of the shade structure is attached. 3.7 ACCOMPLISHMENT OF WORK - EAST BURNS RUN DAY USE SHADE STRUCTURE All work shall be accomplished in a safe, workmanlike manner and in accordance with standard industry practices. The contractor shall remove and dispose of the existing shade structure and install one new shade structure over an existing concrete slab in East Burns Run Day Use PUA. Work will be performed approximately 2 miles west of Cartwright, Oklahoma in Bryan County, Oklahoma. The contractor shall provide Quality Control (QC) of all work. The government will conduct Quality Assurance (QA). 3.7.1 Removal of the Existing Shade Structure The contractor shall remove the existing shade structure located at East Burns Run Day Use PUA. The structure shall be demolished taking special care to not cause damage to existing concrete slab or picnic tables secured to the concrete slab. The contractor may be required to remove the existing picnic tables from the slab prior to demolishing the shade structure. The debris shall be removed and disposed of, off government property in accordance with local and state laws. 3.7.2 Shade Structure Installation The contractor will furnish and professionally install a tension shade structure that measures 20' x 34' hip style with 8' eave that, when installed, shall cover existing 18'x6" x 32' concrete slab. A drawing of the shade structure is attached. 3.8 TESTING All plumbing, sewer, and electrical utilities shall be tested for proper operation and compliance with national, state, and local code prior to final approval of work. 3.9 WARRANTY Contractor warrant's that the tension shade canopy shall meet or exceed warranties and guarantees set forth by ultrashade TM for the 20' x 34' hip roof tension shade canopy. 3.10 REFERENCE MATERIAL DRAWINGS AND MAPS OKLAHOMA DAMSITE GRADED AND DELINEATED AREA OKLAHOMA DAMSITE DRAINAGE DISPERSMENT.
