- DRAFT Performance Work Statement Mission and Installation Contracting Command - Fort Eustis (MICC - Fort Eustis) anticipates issuing a Request for Proposal (RFP) for the Fire Center of Excellence (FCoE) requirement located primarily at Fort Sill, Oklahoma. The Government anticipates awarding a Firm-Fixed-Price (FFP) Multiple Award Indefinite Delivery, Indefinite Quantity (MAIDIQ) contract with a five year ordering period. All work is to be performed in accordance with the Performance Work Statement. The designated North American Industrial Classification System (NAICS) code for this acquisition is 541990 - All Other Professional, Scientific, and Technical Services and the small business size standard is $15.M. The Government reserves the right to award up to five (5) MAIDIQ contracts as a result of the solicitation depending on what is determined to be in the best interest of the Government. It is required that all contractors doing business with the Government be registered with the System for Award Management at website: http://www.sam.gov. The United States Army Fires Center of Excellence (FCoE) at Fort Sill, Oklahoma is subordinate to the U.S. Army Training and Doctrine Command (TRADOC). FCoE supports Field Artillery and Air Defense Artillery. FCoE mission is to train Artillery Soldiers. The Field Artillery School is the primary training facility for Field Artillery Soldiers and Marines worldwide. FCoE has a three-pronged approach to training and preparedness making it one of the best training posts in the Army. The purpose of this acquisition is to provide the FCoE a contracting instrument which provides the flexibility to acquire training and support services in support of their mission. The FCoE mission is to develop and produce training strategies, doctrine, concepts, instruction, and products for the current and future force. See DRAFT PWS attached. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. No additional information regarding this procurement will be available prior to the release of the RFP. Please note, that this is NOT a Request for Proposal (RFP); only a Pre-solicitation notice. The anticipated solicitation release date will be on or about 3 October 2017. **** A DRAFT Solicitation will be issued on 14 August 2017. A Pre-solicitation conference will be held at Summerall Hall, Bldg 840, Room 8 (Webster Auditorium) Fort Sill, Oklahoma on 22 August 2017 at 10:00 am CST. This may extend to 23 August depending on the number of contractors and questions. **** A notification will be issued on the Government Point of Entry website at http://www.fbo.gov. All questions/comments regarding this requirement are due by the response date of 15 September 2017/2:00 PM (EST) regarding this draft Pre-solicitation.
