- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W22G1F-17-T-3076 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The associated North American Industrial Classification System (NAICS) code for this procurement is 238990 with a small business size standard of $15.00M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-08-15 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be in the Place of Performance. The ACC RI ID - Blue Grass Army Depot requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: Contractor will provide on-site technical support to include equipment use training, oversight and technical assistance for depot employees to perform blasting operations at Blue Grass Army Depot in Richmond, KY for the paint removal from the exterior of forty (40) munitions that are approximately 1.5 ™ D x 13 ™L. The expected blasting equipment will be provided by the contractor for depot employee use and should employ primarily dry ice (for ease of cleanup) but with a more abrasive back-up media for a secondary option. The blasting will be based on a level of effort required to strip the ammunition to bare metal with a profile for repainting applications. The dry ice blasting equipment is preferred to provide an abrasive blasting with reduced clean-up requirements; but it is highly likely a more aggressive media will be needed in certain areas to provide an even surface on the munition for repainting. The blasting will occur in the morning inside of a paint booth, followed by a brief clean-up before the painting crew uses the same location in the afternoon for painting. Contractor will provide tech support/training and oversight only. Clean-up of bulk debris in the paint booth following each shift of blasting will be accomplished with depot employees. We anticipate blasting five (5) munitions per day. Contractor must provide intrinsically safe equipment, including a pneumatic blasting unit. Contractor will work with the onsite supervisor and QA department to ensure a satisfactory level of clean can be accomplished using the provided equipment and media. BGAD personnel will perform a profile test on each bomb to ensure the surface is acceptable for painting before the operation is considered complete. The following are items are suggested for use on this project: Mobilization and Demobilization of Equipment and Tech Support Personnel Air Compressor “ 375 CFM, High Pressure, Aftercooler Compressor Delivery and Return Pneumatic AIM Blasting Equipment Package o High Pressure Blasting Unit o Aftercooler o Customized Nozzle Set o High Pressure Blast Hose Food-Grade Dry Ice Blasting Pellets Dry Ice Delivery & Pickup Abrasive Media (TBD) “ Recommend the most aggressive shot available., 4, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, ACC RI ID - Blue Grass Army Depot intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. ACC RI ID - Blue Grass Army Depot is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. The offeror must provide within its offer the number of days - preferrably within 30 days - required to make delivery after it receives a purchase order from the buyer.
