- INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute of Drug Abuse intends to negotiate and award a contract for a TMS (transcranial magnetic stimulation)-MRI (magnetic resonance imaging) with MagVenture 2300 Lakeview Parkway, Ste 700, Alpharetta, GA 30009. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334516 with a Size Standard of 1000 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95 and 95 January 19, 2017. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Purpose and Objectives A TMS (transcranial magnetic stimulation)-MRI (magnetic resonance imaging), compatible research system will allow us to use TMS inside the MRI suite, in order to apply magnetic stimulation to a specific brain area and simultaneously image its effects on the brain in human research volunteers. This simultaneous multimodality of TMS and MRI will improve our understanding regarding the underlying mechanism of magnetic stimulation in both the healthy and addicted brain. This will therefore aid in the development of treatment protocols utilizing TMS, for those who suffer from Addiction. The Neuroimaging Research Branch of the NIDA-IRP is currently investigating the effects of TMS in the brain, using an existing MagPro® X100 (with the MagOption) stimulator outside the scanner. The requested acquisition will allow us to utilize a novel technique of applying TMS stimulation during MRI acquisition and allow us to capture realtime data on the effects of TMS. TMS is a non-invasive method used to study aspects of human brain physiology such as language, vision, motor systems, and changes on functional anatomy as a consequence of brain disorders. It can be used to excite or inhibit a specific brain area triggering the activation or suppression of the related brain function, allowing functional mapping of cortical regions. Despite its extended use in healthy and the drug-addicted population the underlying mechanism is still unknown. Magnetic resonance imaging (MRI) provides high-resolution scans of the human brain and other organs where image contrast is based principally on regional differences in proton relaxation times. The sensitivity of magnetic resonance to various aspects of tissue physical chemistry led to the development of a functional MRI (fMRI) technique that can probe tissue physiology and pathology beyond the scope of simple anatomical imaging. Therefore, the combination of TMS-fMRI offers unique opportunities to non-invasively evaluate the propagated neuronal activity induced by TMS, as it allows us to stimulate brain circuits while simultaneously monitoring changes in its activity and behavior. Such an approach can help to identify brain networks of functional relevance, and support causal brain behavior inferences across the entire brain. Therefore, this multimodal technique is novel approach to elucidating the underlying mechanisms effected by magnetic stimulation. Project Description The essential characteristics of the MRI compatible TMS system that limits the availability to a sole source are a complete system that is 1) MRI compatible, 2) comes with a TMS coil holder, and 3) has a cooled TMS coil (allowing higher rates of TMS frequency (up to 50 Hz)). All three feature are absolutely required in order to meet programmatic needs and are not available with other TMS sytems from other vendors. Only this suggested source can furnish the requirements, to the exclusion of other sources, because they are the only company who is capable of developing a complete package to perform TMS inside the MRI scanner. The MRI compatible TMS system is composed of: •MagPro X100 incl. MagOption Magnetic Stimulator, 230V •Isolation Transformer rTMS System X/R •Trolley for MagPro •MagPro Dynamic and Standard Leakage Current Reduction for MRI •Air Cooled Coil MRI-B91 •Power Line filter for MRI •Remote Control for MRI •Emergency Stop for MRI •Coil Holder for MRi-B91 Coil •MagPro External Control package The MagPro Dynamic and Standard Leakage Current Reduction will be mounted inside the MagPro® X100, the Air Cooled Coil MRI-B91will be connected to the stimulator through the power line filter, the front panel of the current device will be modified ground the device to the patch panel (a metallic panel on the MRI room, through where external devices are connected to be used inside the MRI suit). The Air Cooled Coil will be placed inside the MRI using the coil holder). The MagPro External Control package is composed by a kit of cabling and a software that allows the remote control of the stimulator. The implementation of these setup will be made by MagVenture, as included in the order of: One Day Technical MRI System Installation Consultation/ Supervision. In addition, the selected stimulator is compatible with the MRI compatible TMS parts and will allow the use of different waveforms (biphasic, burst and monophasic) and different current direction, as well as allowing the paired pulse paradigm, which are the same features of an existing stimulator in our branch currently in use under another IRB approved protocol. Therefore, by acquiring the MagPro X100 incl. MagOption Magnetic Stimulator, we will be able not only to have the appropriate stimulator for the dual TMS-fMRI acquisition, but also will be able to have full capacity for TMS protocols that are conducted outside of the MRI scanner, bringing the possibility to carry out multiple TMS protocols in parallel. •9016E0731 - MagPro X100 incl. This shall be a fixed price contract. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B.
