- The Space and Naval Warfare Systems Command (SPAWAR), intends to award a sole source contract to Shadowobjects, LLC, 40549 Port Pl, Leonardtown, MD 20650-2338, a Service Disabled Veteran Owned Small Business (SDVOSB), to provide off-site support services for daily Standard Procurement System (SPS) operation, maintenance, and integration required to sustain the SPS environment to ensure the database and all interfaces remain operational and available to the SPAWAR contracting community. This support includes Navy Enterprise Resource Planning (ERP) applications integration; data interface monitoring, information assurance monitoring, systems security, continuity of operations planning (COOP), and information systems training as they relate to SPS functions. This support also requires Department of Defense Directive (DODD) 8570 Information Assurance (IA) Level II certification and a Secret security clearance. This contract is intended to be a five year (one base year, 4 option years) Firm Fixed Price (FFP)/Cost type contract for support services. After extensive market research to identify vendors capable of providing SPS Database Administrator (DBA) services, Shadowobjects, LLC is the only company that possesses available personnel that have the detailed knowledge, expertise, certifications, and security clearances required to provide the aforementioned services. The authority for other than full and open competition is 10 U.S.C. 2304(c)(5) or 41 U.S.C 3304(a)(5) and FAR 6.302-5 (Authorized or required by statute) and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals or a solicitation of offers. Responses to this notice of intent to award to Shadowobjects, LLC should be submitted no later than fifteen (15) calendar days from the date of this synopsis to Chris Goetschel, at Space and Naval Warfare Systems Command (SPAWR), Code 2.3.2, Building OT4, San Diego, CA 92110-3217, telephone (858) 537-0439, or chris.goetschel@navy.mil.
