Description
THIS IS A CALL FOR EXPRESSION OF INTEREST, NOT A REQUEST FOR PROPOSAL. A FULL SOLICIATION MAY BE ISSUED AT A LATER DATE. IDAHO NATIONAL LABORATORY GEOSPATIALLY-BASED CRITICAL INFRASTRUCTURE SECURITY ANALYSIS AND ADVANCED VISUALIZATION SOLUTIONS Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the Idaho National Laboratory (INL), is seeking Expressions of Interest from companies that are qualified and capable of providing geospatially-based critical infrastructure security analysis and advanced visualization solutions embedded into custom applications and deployable across an enterprise on desktops, servers, the cloud and mobile devices. It is anticipated that successful delivery of these services will enable BEA to more effectively and efficiently provide high-performing and robust analytical and visualization capabilities to enhance situational awareness and decision support solutions for its homeland security and defense mission partners. The vendor(s) are required to meet the following criteria: * Have demonstrated experience in supporting critical infrastructure security efforts within the Defense, Energy and Homeland Security markets. This includes experience working with the DHS National Protection and Programs Directorate, specifically the Office of Cybersecurity and Communications (CS&C), the Office of Infrastructure Protection (IP), and the Office of Cyber and Infrastructure Analysis (OCIA). * Demonstrated knowledge and understanding of risks to cyber (i.e., information technology and operational technology) networks and physical critical infrastructure systems and the nexus between these systems to evaluate potential consequences due to natural or man-made disruptions. * Have demonstrated experience in applying innovative analytical and data visualization concepts to better understand homeland security risk associated with both physical and cyber events related to critical infrastructure systems. This may include experience in applying data/text mining, natural language processing, machine learning, pattern recognition, network and cluster analysis, multivariate statistics, and graph analysis as well as understanding and applying best practices and emerging trends in visual design, interaction, information architecture, and user experience to complex critical infrastructure security challenges. * Experience in integrating disparate information streams and analytical models to provide shared critical infrastructure situational context, including cyber considerations, and to use and develop device neutral applications for analysis and visualization of data. * Extensive experience in supporting large, operational, enterprise geographical information systems (GIS) through the system design, deployment, training and maintenance life-cycle phases for governments or private industry in the Defense, Energy and Homeland Security communities. This includes experience in providing solutions associated with performance optimization, security considerations and system health monitoring. * Proven experience related to geospatial technologies research and development associated with data collection, storage, analysis and display. This includes custom solutions development associated with both commercial and open source geospatial software packages and deployed across an enterprise on desktops, servers, cloud and mobile devices. The vendor(s) will be responsible to provide the following: * Innovative critical infrastructure security risk and consequence analysis solutions associated with cyber (information technology and operational technology) and physical assets. * Provide shared situational awareness solutions related to potential cyber and physical hazards and/or threats to critical infrastructure systems. * Produce data visualizations on diverse critical infrastructure security topics to communicate information effectively. This includes depicting temporal, spatial and multi-dimensional data relationships in interactive graphics, visualizations, and multimedia products. * Clear and concise documentation of geospatial information systems and visualization capability design and implementation solutions. * Interacting with BEA program/project management and geospatial analysis and development team on a regular basis regarding project tasking and status. Only companies that meet all submittal requirements described below should respond to this Expression of Interest. Submittal Requirements: 1. Submittals from both small and large businesses will be evaluated. 2. Submittals must be brief (10 pages or less). 3. Submittal content must include, but is not limited to: a. Overview of the company including name, phone number, and e-mail address of a representative who can be contacted regarding this Expression of Interest. b. Description of experience and qualifications for successfully performing the scope of work described above including locations and citizenship of personnel that would potentially support BEA. c. Description of recent support services of similar scope and complexity (a minimum of 3 examples is requested). d. Identification of the company's primary North American Industry Classification System (NAICS) Code, the associated business size (small or large), and any additional small business socio-economic classification(s). 4.
