Description
The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-16-G-0001 to The Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA 98124-2499, on an other than full and open competitive basis, to procure P-8A AAS A-Kit retrofit kits and installation kits for the incorporation into fielded P-8A aircraft. The planned period of performance is from contract award through December 2019. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the sole designer, developer and manufacturer of the P-8A airframe, as well as the sole integrator of the avionics and weapons systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals; however, responsible sources may submit a capability statement, which will be considered by NAVAIR. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Prior to the closing date of this synopsis, any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs. Responses shall be made in writing by email to the Government Points of Contact associated with this synopsis. No phone inquiries will be entertained.
