Virtria BusinessWare Upgrade (v4.6) TAC-17-45106 3 of 5 Vitria BusinessWare Upgrade (v4.6) Control Number: TAC-17-45106 JUSTIFICATIONFOR AN EXCEPTION TO FAIR OPPORTUNITY 1. Contracting Activity: Department of Veterans Affairs (VA) Office of Acquisition Operations Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724 2. Description of Action: The proposed action is for a firm-fixed-price Delivery Order issued under the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Government Wide Acquisition Contract (GWAC) for various brand name licenses for Vitria BusinessWare (BW) software components and associated maintenance support. 3. Description of the Supplies or Services: The proposed action is to purchase brand name Vitria Business Ware (BW) version 4.6 (64 bit) licenses with standard level maintenance (bug fixes, security patches, and online and telephone support) to support a transfer and upgrade of the currently fielded Vitria BW platform to a new operating system. The highly specialized Vitria BW messaging system is currently in use at the VA Office of Information & Technology (OI&T) Corporate Data Center Operations (CDCO) in Austin, Texas which houses the enterprise Vitria BW servers. The existing Vitria BW messaging system includes the Vitria Interface Engine (VIE) which uses Vitria BusinessWare software modules to move standardized Health Level 7 (HL7) messages across multiple VA applications in real-time using guaranteed delivery methods, translations, standardizations, governance and routing.   It essentially acts as a hub for the exchange of patient care information across multiple VA applications, and allows dissimilar applications to communicate seamlessly without human intervention.   This effort is to procure licenses to enable the existing Vitria software components to function on a new 64 bit operating system. The Vitria platform currently operates on a 32 bit operating system that is no longer compliant with VA security and technical standards, and therefore upgrading to 64 bit technology is required to remedy several security vulnerabilities and prevent the loss of VistA communications. The upgrade will also ensure compatibility with current and future VA operating systems and platforms,and provide for increased performance, processing capabilities, and scalability. The following licenses are required to enable the existing platform to be transferred to and function on a 64 bit operating system: 150 BW Business Process Integration Servers (BPIS); 150 Relational Database Management System (RDBMS) Connectors; 150 HL7 Modules; 150 Vitria Collaborative Application (VCA) software licenses; 150 Socket Connectors; and 150 EDI Modules. Standard level maintenance shall also be included. Delivery of the software will be no later than 30 days after award with 12 months of standard maintenance support. The total estimated price of the proposed action is $. 4. Statutory Authority: The statutory authority permitting an exception to fair opportunity is Section 41 U.S.C. 4106(c)(2) as implemented by the Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(B), entitled Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. 5. Rationale Supporting Use of Authority Cited Above: The proposed source for this action is GovConnection, Inc, 7503 Standish Place, Rockville, MD 20855. GovConnection currently has an exclusive partnership agreement with Vitria as the sole authorized reseller of Vitria hardware and software and associated maintenance and support services. Vitria does not do business directly with the Government and authorizes GovConnection to act as its sole reseller. This effort is to procure brand name Vitria licenses that are required to enable the existing Vitria BW platform to be transferred to and function on a new 64 bit operating system. The existing platform components are not capable of operating on a 64 bit operating system without upgrading to the version 4.6 licenses to be procured under this effort, and only Vitria brand name licenses are compatible with the existing Vitria software components. No other brand licenses can be implemented within the existing Vitria BW messaging system to satisfy this transfer/upgrade effort due to the proprietary nature of the existing platform, as well as interoperability and compatibility constraints. Products from sources other than Vitria are not compatible with the Common Object Request Broker Architecture Orbs (CORBA), Java code, and the other proprietary data structures implemented within the current VA owned Vitria BW messaging system. The current messaging platform is highly complex, processing over 12 million messages daily with an anticipated annual growth of 17% (2M messages) annually. It supports 10 major applications to include several direct patient care applications.   VIE messaging servers serve both local and enterprise functions and transmit messages singly, or as a batch, and messaging is provided for all 130 VA Medical Center (VAMC) sites along with major Health Information stores (e.g., Enrollment System Replacement (ESR). No other brand messaging software allows messaging between multiple patient care and administrative software applications, or can allow communications to occur in real time between applications and the current VA corporate database. Introducing any other brand licenses into the existing platform would result in complete degradation of the existing system and cause massive delays in VA s ability to transmit and receive real-time data across applications. In addition, no other source can provide standard level maintenance of the licenses with access to Vitria s proprietary source code. Access to this code is required to ensure all the services provided are properly configured. 6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document In accordance with FAR 5.301 and 16.505(b)(2)(ii)(D), this action and the justification will be made publicly available on the Federal Business Opportunities Page within 14 days after award. In addition, this Justification for an Exception to Fair Opportunity will be posted on NASA SEWP V website with the solicitation. 7. Actions to Increase Competition: In order to remove or overcome barriers to competition in future acquisitions for this requirement, the Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be fully competed. 8. Market Research: Government technical experts conducted market research during June 2017. The Government reviewed similar messaging software products available from Microsoft, BizTalk, AutoMate, and Appian AnyWhere. The market research confirmed that no other brand licenses are compatible with the existing Vitria BW components, and the existing software components can only function on an upgraded 64 bit operating systems with brand name Vitria version 4.6 licenses. As a result, only brand name Vitria licenses are capable of satisfying the Government s requirements for the transfer/upgrade. Further, only Vitria or an authorized reseller have the proprietary rights to access the software to provide the necessary maintenance support. Additional market research was conducted in June 2017 by the Contract Specialist by utilizing the NASA SEWP V GWAC Provider Lookup tool that identified only one resellers of Vitria products and services. As a result, further market research was conducted via contacting Vitria directly to determine if they had other resellers of their products. A Vitria representative confirmed that GovConnection is the sole authorized reseller of its products to the Government. 9. Other Facts: N/A
