- Notice of Intent to Sole Source Solicitation Number: VA701-17-N-0103 The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with HMS Technologies, Inc, One Discovery Place, Martinsburg, WV 25403 for the procurement of a project database to track project data for Energy Savings Performance Contracts (ESPC) and Utility Energy Savings Contracts (UESC) under the authority of 38 U.S.C. § 8127 ©, Veterans First Contracting Program, as implemented by FAR 6.302-5, Authorized or required by statute. HMS Technologies is verified as a Service Disabled Veteran Owned Small Business in the Vendor Information Pages. DESCRIPTION OF REQUIREMENT: OAEM s Energy Management Program (EMP) manages an MSAccess project database to track project data for both direct funded and performance contracts, as an internal management tool. Its purpose is to be a clearinghouse of contract information including deliverable dates, POCs, energy savings, from which reports can be generated and is used to track basic contract information, dates, energy savings figures over the contract life, and be a repository for contract deliverables. Over the years, it has been improved and modified, and now contains current and historical information on EMP projects through the contracting and construction processes, as well as completion/acceptance where applicable. The purpose of this contract is to transition the Microsoft Access application to SQL and/or Share Point. The contractor shall plan, design, deploy, migrate, and test the transition and the contractor shall also train VA staff on the operation and customization of the final delivered solution.
