- The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to DISCOUNT LIGHT DEPOT, INC DBA MCOR LIGHTING (MCOR), 23011 MOULTON PKWY STE I-6, LAGUNA HILLS, CA 92653-1232. This order is to purchase 64 specialized greenhouse LED lights - GO GROW LED, 250W-GEN2 in support of USDA Crop Diseases, Pest & Genetics (CDPG) ongoing research at USDA ARS, 9611 S. Riverbend Ave, Parlier, CA 93648-9757. The Firm Fixed PO will include the following: 1. GO GROW LED, 250W-GEN2: 250W LED GROW LIGHT/GEN2/110-277V DIMMABLE, 64 EA USDA Crop Diseases, Pest & Genetics (CDPG) Unit currently conducts ongoing basic & applied research on grapevine, almonds, stone fruit, and citrus to 1) reduce losses caused by plant pathogens and insect pests, and 2) improve fruit quality, horticultural characteristics and resistance to biotic and abiotic stresses through breeding. In order to accomplish this in a controlled manner, it is necessary to grow the plants initially in the greenhouse and depending on the actual goal of the experiment the plant will be replanted in the fields or it will stay in the greenhouse for further experimentation. In support of this research & to ensure the most efficient and adequate environment within the greenhouse, the grow light has become a critical requirement for the growing needs of the plants as well as the need to reduce potential hazard to the eyes of the researchers. Thus, CDPG is requiring a greenhouse grow light that is capable of yielding the same results as their current High Pressure Sodium Lights, while saving on energy costs. As a result, based on comparison of other LED grow lights, the GO GROW LED meets USDA CDPG requirements: - Full Spectrum LED Grow Light - Has Single 250W LED Chip Design - Meet the Color Spectrum Wavelength Requirement: 460 through 780(nm) - 5000K (Kelvin) - Meet PPFD Requirement (at 24" height off plant canopy): Equal to or greater than 625 umols - Has Heat Thermals: Lesser or equal to 89F degree exterior temperature @ 12 hours of operating time; and - Provides 5 Year Warranty GO GROW LED currently has two patents pending that make its grow light more effective, more efficient and more capable of producing healthier plants than any other LED grow light on the market. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about August 21, 2017; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 09:30 AM PST, August 21, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
