- SUBJECT: Limited Source Justification for other than Full and Open Competition - Only One Responsible Source - for the procurement of Washington Air/Army National Guard Youth (WANGY) at Lazy F Ranch Ellensburg WA. In accordance with Federal Acquisition Regulations, Part 6.302, I am requesting your approval for "Justification of other than full and open competition". The following facts and rationale are presented for your consideration in accordance with FAR 6.303-2. 1. Agency and Contracting Activity: 194 WG - 194 Base Contracting Office. 2. Nature and/or Description of Action: Limited Source Justification for other than Full and Open Competition - Only One Responsible Source - for the procurement of Washington Air/Army National Guard Youth (WANGY) at Lazy F Ranch Ellensburg WA. 3. Description of Product and Estimated Price: Camp style lodging, venue and meals to support 10 staff (adults & junior counselors) 5 nights/6 days August 20-25 and 20 campers 4 nights/5 days 21-25 August 2017. Meals: Day 1 0 Day 2 30x1 meal Day 3 30x3 meals Day 5 30x3 meals Day 6 30x1 meal Lodging Programing Fees Challenge Course, Giant Swing, Kayaking, Canoeing, Archery, etc. with facilitators 4.Statutory Authority: The statutory authority permitting other than full and open competition for this acquisition is 10 USC 2304© (1), only one responsible source. 5.Justification: This Camp WANGY West is a jointly held event between the Washington Army National Guard and the Air National Guard. It is required that his event, although separately funded, is held jointly as the Family Programs for Air/Army work closely together to ensure success. A contract between the WA Army National Guard and Camp Lazy F has already been awarded, with the intent being that that the Air Guard would establish their own contract soon afterwards. Because this requirement has already been competed/awarded by the Army Guard, the Air must subsequently award a sole source contract, thereby limiting sources to the Lazy F Ranch for the Air Guard. Failure to ward this as a sole source and thus dividing Camp WANGY at two separate locations/dates would cause a great in efficiency in the WA Guard Family Programs efforts. Time and money would be wasted, and the intended comradery/morale between Air and Army families would be degraded. 6.Sources Sought/Market Research: Market Research was conducted by the Army Guard, and the original requirement was solicited through FedBizOps. The scope of the Camp WANGY limits available/suitable camps in Western WA, which usually Camp Seymour is the only available option within reasonable distance of western WA Guard personnel. This year the WA Guard had to venture further east to fulfill their requirement, and Lazy F Ranch was the only capable vendor.
