Description
Synthetic Training Environment (STE) Industry Day Announcement 1. This Special Notice is for informational and planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect cost or changes by the Government will arise as a result of contractor participation in the Synthetic Training Environment (STE) informational Industry Day. 2. Receipt of this or any other documentation does not constitute a guarantee of involvement. This document and any other associated read ahead package(s) represent a summary outline of the STE Industry Day activities and is not a legal binding contract, guarantee of contract, or guarantee of future involvement. 3. The TRADOC Capability Manager Integrated Training Environment, under the guidance of Combined Arms Center for Training (CAC-T), Ft Leavenworth, Kansas will conduct an informational STE Industry Day on 18-19 September 2017 at the Frontier Conference Center (FCC) on Ft Leavenworth, KS. 4. Participation is open to industry and academia on a first come, first serve basis. Pre-registration is required (see below information on How to Register). Due to space limitations, no more than 2 representatives from each company may register to attend. Identification will be required at the time of check-in. There is no cost to attend the Industry event; however, you must register to attend. 5. Representatives interested in attending shall register by no later than 12:00 pm central daylight time (CDT) on September 12, 2017. No substitutions are allowed; therefore, those representatives who are designated as attendees to this event shall be registered by no later than 12:00 pm CDT on September 12, 2017. Due to capacity limitations, we are unable to accommodate walk-ins on the day of the event. 6. Access for Foreign Nationals. a. If a foreign national is already working on a US contract and possesses a DoD CAC, the company's Facility Security Officer will be responsible to submit a Visit Authorization Letter (VAL) through appropriate security channels to SMO Code W0VPAA5. b. Foreign nationals not currently on a US contract are required to submit a photo copy of their passport, passport number, name, country, and company for which they work to the National Simulation Center Security Officer, Dave Walker, Com: (913) 684-8181; e-mail: david.g.walker22.civ@mail.mil Passport information MUST BE SUBMITTED NLT 1 September 2017. c. All foreign nationals must access Ft Leavenworth through the Grant Avenue gate. Access procedures will be updated on the STE Industry day website. d. All Foreign Nationals shall be required to present a valid passport as identification and identify the company for which they work during the check-in process on 18 September. 7. The objective of this event is to communicate to Industry Partners and Academia the STE concept, STE Science and Technology (S&T) areas, and to address any concerns Industry and Academia Partners may regarding the STE program. 8. The Synthetic Training Environment (STE) is the next generation simulation training program that will modernize the way the Army will train the Force in 2020 and beyond. The goal of the STE is to revolutionize training and build Army readiness. It will provide the needed capabilities to train from squad to brigade and above in a multi-domain environment, in training events that combine live and simulation training at locations across the world, wherever the operational force needs a training capability. From mission command training at the BCT level and above, down to combined arms virtual training at the company and battalion level, the STE will enable Army units and leaders to conduct high quality, high repetition, realistic collective training with minimal overhead. The STE will support training for all warfighting functions, represent the full operational environment (i.e. land, air, maritime, space, cyber), to include the social, cognitive and physical elements of the Human Dimension. The STE will use and open architecture concept. 9. It is anticipated that the STE training capability will be delivered incrementally over a period of time from FY18 to FY26. The program will be managed by the TRADOC Capability Manager Integrated Training Environment, under the Combined Arms Center for Training (CAC-T) in Leavenworth, Kansas. The STE program will allow Industry, Academia and Government Research Labs partners' opportunities to influence the future concepts and requirements for STE. The program plans to involve Industry/Academia partners in an early prototyping and demonstrations of emerging technologies as well as the development of new STE standards and interfaces. 10. The STE Industry day public website will provide additional details, agendas, one-on-one sessions, welcome information and read ahead material; check back periodically to obtain this information. On day two of the Industry Day event, the Government intends to conduct one-on-one sessions with industry and academia representatives to address their questions and concerns. Discussion will be limited to clarifying the STE and S&T concepts presented on day 1. If an organization wants to schedule a One-on-one session, they need to indicate there desire for a 1-on-1 on the public website, One-on-One sign-up sheet. The list below outlines the intent of the one-on-one sessions: a. One-on-one rules of engagement The Government intends to use this forum to address industry and academia questions and concerns, not to elicit trade secrets or product line marketing. I. All information will be treated confidentially and discreetly. ii. Sales pitch or marketing material will not be accepted. iii. Video, audio, or any other recording devices will not be allowed. iv. 20 minutes is allotted for each one-on-one Government-Industry session. v. Schedule shall be strictly enforced. b. Clarify Information presented on day 1. 12. The agenda for the event will be published on the STE Industry Day website: a. Day One (18 September 2017): TBP; start time 0830. b. Day two (19 September 2015): TBP; Industry one-on-one's c. All presentations will be made available to the public upon conclusion of the STE Industry event on the STE Industry day public website. 13. No substitutions for attendance are allowed; therefore, those representatives who are designated as attendees to this event shall be registered by no later than 12:00 pm CDT on September 14, 2017. Due to capacity limitations, we are unable to accommodate walk-ins on the day of the event. 15. In the event of a conflict between this STE Industry Day announcement and the information contained on the registration website, the information in this STE Industry Day announcement takes precedence. 16. The General Assembly will be located at Frontier Conference Center with provision for overflow within walking distance. One-on-One Sessions location will be announced during the General Assembly. 17. Seating at the conference will be provided on a first come, first serve basis. 18. Parking is available at the Frontier Community Center. 19. Lunch is available at the FCC at your own cost. 20. Entry onto Ft Leavenworth. All Vehicles wanting to enter Ft. Leavenworth through Grant, Sherman or Hancock gates must have at least one adult occupant that has a DEPARTMENT OF DEFENSE (DOD) ISSUED ID CARD or a Locally Approved Credential (LAC) or a Temporary Pass. If you do not have an ID card listed on the DEPARTMENT OF DEFENSE (DOD) ISSUED ID CARDS website, you must stop by the Visitor Control Center (VCC) at the corner of Metropolitan Avenue and 4th Street to get your credentials. Follow directional signs to the center's parking lot. Industry Day attendees are encouraged to get their credentials before Monday 18 Sep, if possible. The VCC is open daily from 6:30 AM - 4:30 PM. Or if your company is enrolled in the RAPIDGate program arrange to get your credentials through that program. The agenda will start promptly at 0830 on 18 September. 22. When will the solicitation for this effort be posted? No solicitation exists at this time; therefore do NOT request a copy of the solicitation. Continue to monitor the Federal Business Opportunities website at www.fbo.gov for future postings relative to this effort. 2. If the original registrant cannot make the event, may we send another representative? No substitutions are allowed; therefore, those representatives who are designated as attendees to this event shall be registered by no later than 12:00 pm CDT on September 12, 2017. Due to capacity limitations, we are unable to accommodate walk-ins on the day of the event. 3. Will participants be allowed to record the sessions? No Video, no audio, no cameras, cell phones with cameras, tape recorders, or any other recording and reproduction devices are allowed. 4. Will presentations be allowed during the one-one-one sessions? Presentation equipment such as projectors, computers, and media players will not be available during the one-one-one sessions. The Government intends to use this forum to address industry and academia questions and concerns, not to elicit trade secrets or product line marketing. 5. Is proof of identification required during the check-in process? Yes, all participants shall be required to present one form of valid identification during the check-in process. All Foreign Nationals shall be required to present a valid passport as identification during the check-in process.
