Description
The National Institute of Allergy and Infectious Diseases (NIAID), Division of Research (DIR), Research Technologies Branch (RTB), Research Technologies Section (RTS), Genomics Unit (GU) intends to negotiation on an other than full and open competition basis with Illumina Inc., 5200 Illumina Way, San Diego, CA 92122 to procure NextSeq 550 Sequencing System, #SY-415-1002, NextSeq 500/550 Mid Output Kit v2 (150 cycles), #FC-404-2001, and NextSeq 500/550 High Output Kit v2 (150 cycles), #FC-404-2002. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Hamilton, MT 59840 approximately 120 days after receipt of award. The various labs of researchers are looking to add a Next-Generation DNA Sequencing System NextSeq 550 in addition to the Illumina HiSeq 2500 and NextSeq 500 already located in the labs. This new sequencer is to support the various applications with throughput sufficient for the volume of samples analyzed. The NextSeq 550 uses the Sequencing by Synthesis (SBS) technology as currently used with the HiSeq 2500, and uses the same TruSeq sequencing reagent use in the Rocky Mountain Laboratories, GU. It is critical that the same reagents be used to preserve continuity in experiment, and will able to provide the researchers with the same high-quality data provided by the HiSeq 2500. Due to the SBS technology, which is a proprietary reversible terminator-based method that enables the massively parallel sequencing of millions of DNA fragments, detecting single bases as they are incorporated into growing DNA strands. The method eliminates errors and missed calls associated with strings of repeated nucleotides at a lower cost in less time. With the NextSeq 550, data are generated in as little as 12 hours for a 75-cycle sequencing run and less than 30 hours for most applications. Equipment can only be provided by Illumina Inc. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible, and equipment must be compatible with existing equipment. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same or similar equipment may submit a response that could be considered by email (subject line to reference NIAID-NOI-17-1859077) to Tonia Alexander at talexander@niaid.nih.gov, by 5:00 pm eastern standard time Monday, August 21, 2017. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
