This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quotation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR), Department of Education Acquisition Regulation (EDAR), and Federal Student Aid (FSA) clauses. Quotes are being requested and a written solicitation will not be issued. The assigned solicitation number is ED-FSA-17-R-0017. All responsible sources may submit a quote 2. The North American Industry Classification System (NAICS) code is 541890 - Other Services Related to Advertising. Offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov, in order to be considered for award. 3. This requirement is being competed as a Small Business Set Aside for Service Disabled Veteran Owned Small Business (SDVOSB). 4. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. The Government contemplates an award of a Firm Fixed Priced purchase order contract resulting from this solicitation. 5. Description of services: This requirement is to purchase and replenish items for the non-monetary FSA Beyond the Call Award Program. This program allows for FSA Managers and Supervisors to recognize exceptional employee contributions and provide them with non-monetary award items. These items are embossed with the Department of Education's logo and are awarded after nominations are received and approved. (See attachments A-C of sample items and logos) The color logo is required for the polo shirts; the seal can be in the form of a patch that is stitched onto the shirt. The messenger bags and journal require the imprint onto the material. The artwork for the Steel Trek Mug requires the Dept. of Education Seal imprint in the color black. Please see enclosed artwork for items previously used in the past. This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all capability statements or quotations received prior to the RFQ close date will be considered. 6. The Government will award a single purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the lowest evaluated price of quotes meeting or exceeding the acceptability standards of the Specification Requirements. 7. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. 8. Submit the following documents in response to this RFQ: Quotation Cover Page, Item Description/Specification, Digital Photo and Price Quotation. 9. All questions/inquiries must be submitted to the Contracting Officer via electronic mail (e-mail) on or before 15 August, 2017, no later than 2:00PM, EST. Offers are due on 18 August, 2017 at 2:00 PM EST. Inquiries submitted via telephone calls will be re-directed to an e-mail submission. Submit offers or any questions to the attention of Tracy Pope via email to: Tracy.Pope@ed.gov Offerors who fail to complete and submit the requirements above may be considered non-responsive.
