- The Army Contracting Command-Warren (ACC-WRN) is issuing this Request for Information (RFI) announcement as part of a sources sought notice for the delivery of System Technical Support (STS)/System Sustainment Technical Support (SSTS) services for the in-production and out-of-production Mine Resistant Ambush Protected (MRAP) All Terrain Vehicles (MATV) Family of Vehicles (FoV). This notice is a RFI ONLY; therefore, no questions will be taken at this time. If and when a solicitation is posted, questions will be taken at that time and answered via a live Question and Answers Document. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The period of performance for this effort shall be 1 July 2018 through 31 June 2021. A transition period of 30 business days is allotted to the Contractor to conduct ALL training and for the assumption of full time responsibilities. QUESTIONNAIRE: Contractors who believe that they possess the necessary qualifications and who would be interested in competing for such a contract, please take the time to respond to the following questionnaire. The Government requests that all responses be returned by 5:00 Eastern Standard Time (EST) 01 September 2017. Response Format: If desired, responses may address the question number so as not to repeat the question in each response. It is requested that electronic responses be provided in any of the following formats: Microsoft Word 2013 or earlier, Microsoft Excel 2013 or earlier and Microsoft PowerPoint 2013. Zip files are not acceptable. E-mails are limited to 10Mb in size; e-mails in excess of 10Mb must be broken into smaller submissions. The subject line must read "(Company Name) response to Army Product Office MRAP VS RFI." Note: Be sure to spell out acronyms in their first instance. 1. Administrative Information: a. Company name b. Information pertaining to the questionnaire respondent: a. Name b. Title c. Company responsibility/position d. Telephone Number/Fax Number e. E-mail address 3. Please indicate all NAICS codes your firm is qualified under. 4. Please respond to the following questions regarding your company's expertise in the following areas: RFI Questionnaire Please provide your "yes" or "no" answer, with explanations, to the questions below: 1) Does your company have the technical subject matter expertise and overall capability to support the MATV FoV vehicles? 2) Does your company have the technical expertise and the overall capability to conduct Annual Maintenance Service in accordance with (IAW) Technical Manuals and Operator Manual 9-2355-335 series and install all service and mandatory replacement parts? The Technical Manuals are currently under development by the Original Equipment Manufacturer (OEM) and will be complete in mid to late 2019. 3) Does your company have the technical expertise and the capability to identify and perform TM-10/-20 standards? 4) Does your company have a documented quality program prepared IAW International Organization for Standardization (ISO) 10005 Quality Management Systems Guidelines for Quality Plans (adopted by Department of Defense (DoD) 1 DEC 95)? 5) Does your company have established supply chain logistics capability able to identify and acquire the following: standard service items, and mandatory replacement parts? 6) The Technical Data Package (TDP) for the MATV FoV vehicles is currently under the ownership of the Original Equipment Manufacturer (OEM). The Technical Manuals (TMs) are currently under development and will be issued in mid to late 2019. Without the MATV FoV TMs or TDP, how does your company plan to accomplish the required STS/SSTS activities? 7) Does your company have an existing skilled workforce and established logistical operations that are sufficient to provide MATV FoV operations in a Continental United States (CONUS) and Outside Continental United States (OCONUS) environment within 30 days from award of a contract? 8) Does your company currently possess the expertise and overall capability to ensure that the currently fielded MATV FoV fleet does not suffer a break in service and/or degraded capabilities? 9) Is your company able to provide a fully vetted and qualified staff of Mechanics, Trainers, and logistics support personnel capable of supporting the program described in this RFI? All personnel for this effort will require a National Agency Check with Inquiries (NACI) or equal investigation and need to acquire a Common Access Card (CAC). 10) Please provide any additional comments you may have regarding this proposed acquisition. Respondent is encouraged to provide any commercial literature in support of their capabilities to execute this proposed program. 11) Please provide a detailed Capabilities Statement indicating your company's ability to provide the items described in this notice.
