Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. A. Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. National Human Genome Research Institute (NHGRI) expands research programs in genomic medicine implementation, researchers finding an increasing need to attract physicians with sufficient familiarity with genomics to lead research programs in our Division of Genomic Medicine (DGM). There is also a shortage of this type of physician expertise in the hospitals, universities, and healthcare systems implementing and overseeing genomic medicine programs elsewhere B. Purpose and Objectives: NHGRI and the American College of Medical Genetics and Genomics (ACMG) would like to create a Fellowship program is being designed for physicians who are interested in leading genomic medicine research and implementation programs at the National Institutes of Health (NIH) or other agencies or medical centers. To increase the pool of such trained physicians, we aim to launch a ‘Genomic Medicine Program Management Fellowship' modeled after the successful NHGRI policy and education fellowships that the Institute has offered with the American Society of Human Genetics for many years. The Genomic Medicine Program Management Fellowship will aim to provide exposure and expertise in managing genomic medicine research and implementation programs, with an emphasis on developing and leading collaborative programs in genomic medicine such as the Clinical Genomics Resource (ClinGen), Clinical Sequencing Exploratory Research (CSER) Consortium, Electronic Medical Records and Genomics (eMERGE) Network, Implementing Genomics in Practice (IGNITE) Network, Newborn Sequencing in Genomic Medicine and Public Health (NSIGHT) Network, and Undiagnosed Diseases Network (UDN). Each fellowship is intended to last 12-24 months. The fellow will be employed by the ACMG and NHGRI will reimburse the ACMG for the fellow's salary and benefits. All employment arrangements (salary payments and fringe benefits) as well as travel and other expenses will be handled by ACMG. At the start of each fellowship, the fellow will work at NHGRI or other participating Institute as an Associate Program Director and working group participant for approximately 6 months. The fellow will participate in a variety of ongoing extramural program activities, and will have the opportunity to continue clinical work by serving as adjunct clinical faculty at the NIH Undiagnosed Diseases Program (UDP) or the Walter Reed Genomic Medicine Service, as appropriate and desired. Other 3-6 month rotations may include serving as Associate Program Directors at other participating NIH Institutes and Centers, as assistant program managers at the ACMG, or as assistants to program leaders in the NIH Intramural Research Program. Suitable projects at the ACMG include the NICHD-ACMG Newborn Screening Translational Research Network (NBSTRN) and the NHGRI-ACMG ClinGen Resource. A 3-6 month elective block designed and implemented by the fellow will also be possible in the second year. Throughout these rotations a patient care experience equivalent to one half-day per week will be encouraged. Applicants must have graduated from medical or osteopathic school and have a strong interest in establishing and managing genomic medicine programs. Post-graduate residency training is preferred but not required. Prospective fellows would not necessarily need a deep background in laboratory aspects of genomics, but would ultimately be expected to be able to organize and manage multicenter studies or implementation programs upon completion of the fellowship. NHGRI is committed to funding one new fellowship slot per year and a second new fellow each year will be funded by a consortium of other NIH Institutes and Centers (presently the National Heart, Lung, and Blood Institute, the National Institute of Mental Health, the National Institute of Minority Health and Health Disparities, and the Precision Medicine Initiative) or by a partner organization outside NIH such as the ACMG. Each year, a committee of representatives from participating Institutes, Centers, and organizations will solicit and review applications and will interview selected candidates for the fellowship. The committee will also meet periodically to review fellows' progress and conduct exit interviews. C. Capability Statement /Information: Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The following information shall be included in the capability statement: 1. A general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. 2. Information in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the North American Industry Classification System (NAICS) code: 611430 Professional and Management Training, small business size standards $11.0M. 4. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. 5. The capability statement shall not exceed 10 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. 6. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address).
