Description
The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the Walter Reed Army Institute of Research (WRAIR), intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Oxford Nanopore Technologies. USAMRAA intends to negotiate on a sole source basis with Oxford Nanopore, 1 Kendal Sq, Bldg 200, Cambridge MA 02139. Provisions and clauses in effect through Federal Acquisition Circular 2005-95 are incorporated. Spell check and font Oxford Nanopore has a need for a portable long-read DNA and RNA sequencer and a benchtop long-read DNA and RNA sequencer. The portable sequencer shall have the capability to plug in to laptops and desktops via a USB-3 cable and be capable of sequencing up to 500 channels. Additionally, the portable sequencer shall be lightweight and easily transportable. The benchtop sequencer shall have the capability to dock up to 48 flow cells and have up to 144,000 channels available for sequencing. Additionally, the benchtop sequencer shall be capable of easily being placed on top of a table. Both pieces of equipment shall be capable of providing ultra-long read lengths (close to 1mb) and real-time data streaming for quick analysis. Additionally, the equipment shall allow the user to complete a structural Variation Analysis and a Metagenomics Analysis. Only one source is available is the justification for the sole sourcing of the procurement of the portable long read DNA sequencer and table top DNA sequencer due to the unique nature of the equipment being offered. Oxford Nanopore Technologies is the only vendor that offers a portable, ultra-long DNA analyzer that is capable of processing samples with real-time data analysis. The portability, capability and rapidity of the listed equipment is essential to WRAIR's Bacterial Disease Department's mission. The compact size of the MiniION and PromethION instruments allows BDB to house the Long Read DNA Analyzers in the laboratory in which research is being completed. Other DNA analyzers require a large amount of space and highly trained technicians to run a test. As a result, the samples to be tested typically have to be shipped to an offsite location for testing. Having the equipment on-site allows for BDB to process and analyze samples within hours rather than days and therefore greatly increases the speed at which research is completed. Additionally, the ultra-long read capability of the MiniION and PromethION instrument allows BDB the unique ability to sequence entire DNA fragments regardless of their length allowing for much simpler analysis and more accurate genome assemblies. Also, the MiniION and PromethION instruments allow for real time data streaming for immediate analysis, which allows for sequencing to be stopped as soon as sufficient data is obtained. The ability to stream data in real time can reduce the time it takes to sequence a DNA strand by three hours. Finally, the instruments allow for Structural Variation (SV) and metagenomics analysis. SV analysis allows BDB to look at a range of genetic alterations including copy number variation, duplications, translocations and inversions due to the high resolution technology. Metagenomics analysis allows BDB to analyze multiple organisms from a single DNA sample. SV and Metagenomics analysis will greatly increase the quality and accuracy of BDB's research. The combination of the stated features and capabilities is not available in any other instrument or piece of equipment. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) for this requirement is 334516 with a size standard of 1000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS and no solicitation exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the information above, the only technically acceptable analyzers are provided by Oxford Nanopore Technologies. Please submit email capability statements to hugo.m.robinson.civ@mail.mil.
