- SOW_Fac91601GeneratorRadiatorRpl_Ago_2017 Attach 2 SOW_Fac1442_GeneratorRadiatorRpl_Ago_2017 Attach 1 FA5682-17-Q-0019 Combined Synopsis Radiators Aviano IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(A)(12), THIS REQUEST FOR PROPOSAL IS INTENDED ONLY FOR LOCAL SOURCES DULY AUTHORIZED TO OPERATE AND DO BUSINESS IN ITALY AS PRESCRIBED BY DFARS 225.1103(3). NOTICE TO INTERESTED PARTIES The US Government intends to solicit proposals for performance of a firm fixed price contract for maintenance service to support the 31st Fighter Wing, Aviano AB mission. Two electric generators located at Bldg. 1442 (which provides communications capabilities backup to the NIPR network base wide) and Bldg. 91601 (that provides fire suppression system backup for Hangers 1, 2 and 3, Area F, Aviano AB) are affected by radiators malfunction (internal corrosion with coolant leaking). Due to the nature of the problem (radiators leaking is severe and 31st CES, Power Pro Shop can no longer prevent it with regular maintenance) the replacement of radiators is essential to keep these critical units operational and ready. The required service includes temporary backup generators delivery and installation, removal of any outside louvers that prevent a direct access to radiators, flush out the generators and properly dispose the coolant in accordance with local regulations, old radiators removal, install new radiators, new fluids supply, replacement of any hoses that may be need to be replaced, conduct an operational test of equipment, compliance with EU safety regulations. Performance of the service will come into effect after 01 October 2017. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE TO OFFERORS: "FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS EFFORT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE FOR RECEIPT OF PROPOSALS. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFFEROR FOR ANY COSTS." The general requirements of the service are illustrated in the attached Performance Work Statements (PWS), interested parties are encouraged to read the attached PWS to familiarize with the various requirements of the service, ask questions or give suggestions. Exchanges with interested parties are highly encouraged in order to improve the understanding of the Government requirements and industry capabilities.
