The purpose of this sources sought announcement is for market research purposes to gain knowledge of potential qualified sources and their SBA size classification in relation to NAICS 611310. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Contract Title. Integrated Behavioral Couples Therapy (IBCT) Master Trainer for VA Family Services The purpose of this Statement of Work is to outline the tasks and responsibilities of the Contractor to meet the needs of the VA Greater Los Angeles Healthcare System for the Mental Health Services and VA Family Services Evidence Based Practice (EBP) Training Program who is seeking a Firm-Fixed price contract directly with an IBCT expert to provide national face-to-face training for qualified VA mental health providers. Training will include face-to-face seminars on all stages of IBCT intervention, practice role-plays, provides resources to enhance training, such as research articles, book chapters, training videos, weekly phone calls, and training planning meetings with VA Family Services. 2. Background. In 2008, VA expanded authority to provide mental health and other services to families of Veterans was enacted as part of Public Law 110-387: Veterans Mental Health and Other Care Improvements Act of 2008 (the Act ), which was signed into law on October 10, 2008. Section 301 of the Act amends title 38 United States Code (U.S.C.) To comply with this law, Family Services Evidence Based Practice Training (VA FS EBP) initiative was enacted to provide national training on various EBP intervention for VA mental health providers. 3. Scope. The contractor will provide Integrated Behavioral Couples Therapy (IBCT) training for VA mental health providers selected by VA Family Services EBP Training Program. VA Family Services and EES will organize the in-person training seminar. This training and funding has been approved by VACO OMH. Contractor will conduct three 2.5-day seminar at locations selected by VA between to be determined. In additional to conducting these seminars, contractor will assist in planning the training, and provide bi-weekly telephone training to VA IBCT providers. 4. Specific Tasks. 4.1 Task 1 In-person Training on IBCT. 4.1.1 Subtask 1 Conduct Seminar. Contractor will conduct three 2.5-day seminars on IBCT at locations selected and arranged by VA Family Services and VA EES between to be determined. Contractor will have 20 plus years of expertise on IBCT and has written published articles and books on this intervention. Contractor will have extensive resource to supplement the trainings, i.e. books, videos, web-based content on IBCT. Contractor will prepare training materials for the seminar, i.e. slides, references, resources, and videos. Contractor will plan structure and agenda for the seminar with VA Family Services ad EES. Contractor will send a copy of this material to VA Family Services to distribute to the trainees. 20.50 hours of CEU credit will be given. Deliverables: Complete seminar 4.2 Task 1 In collaboration with the VA FS EBP team, develop a quality assurance plan to determine the effectiveness of the training program. 4.2.1 Subtask 1 Review the literature on IBCT outcomes, and help the team select appropriate measures to characterize participants and capture symptom and relationship changes as a result of engaging in the therapy. 4.2.2 Subtask 2 Develop a schedule and strategy to administer the assessment measures in 4.2.1 Subtask1. Building on the contractor s research background, the contractor will propose a schedule of events to permit timing of the administration of assessments to assure that the participant group is described at baseline and that the benefits of participation in the therapy and the prevalence and predictors of attrition. 4.2.3 Subtask 3. Help interpret the results from the data collected as part of the quality assurance strategy implemented in the VA FS EBP IBCT program. Building on the contractor s research background, the contractor will help develop a research design strategy and interpret the data analysis conducted for the VA FS EBP team to determine the effects of participation in the IBCT training program for participants and trainees. The contractor will also help prepare a written report with the VA FS EBP team describing the results. 4.2.4 Subtask 4. Contractor will assist VA Family Services to plan and develop the IBCT training. Contractor will attend meetings in-person or by phone. There will approximately be 3-5 meeting during the time frame of this contract. Deliverables: A written report describing the outcome of the IBCT VA FS EBP training program. This will include trainee adherence and Veteran participant and partner outcomes. 4.3 Task 1. Telephone Training Calls 4.3.1 Subtask 1. Contractor will conduct bi-weekly training call between to be determined with VA IBCT mental health providers. The purpose of these calls is to provide additional support and guidance to help clinicians to conduct IBCT for the Veteran population. There will conference calls during this training period. Deliverables: Complete telephone training calls 5. Performance Monitoring The Program Evaluator for Family Services EBP Training Program, and contractor will be the designated COR to monitor its progress for this contract. Contractor will attend all the trainings and participate in all planning meetings for IBCT. Contractor will also receive report from VA EES on training participants' comments about the effectiveness of the contractor as the trainer. 6. Security Requirements NA 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). NA 8. Other Pertinent Information or Special Considerations. Contractor must have extensive experience and knowledge about IBCT to serve as master trainer for VA Family Services. Contractor should demonstrate knowledge about IBCT through published peer reviewed articles and books on the topic. Contractor should also have extensive experience conducting seminar and teaching the skills for at least 10 years. Contractor should also have experience collaborating with VA so that he could tailor the intervention and the training for VA structure and the Veteran population. a. Identification of Possible Follow-on Work. We may have additional work, which may be added later date as a modification of the contract. b. Identification of Potential Conflicts of Interest (COI). We are not aware of any existing conflicts of interest now for this SOW. c. Identification of Non-Disclosure Requirements. This project does not involve any sensitive information. Contractor will not have access to sensitive information. d. Packaging, Packing and Shipping Instructions. NA e. Inspection and Acceptance Criteria. The COR will be responsible for certifying that the work done under the contract is performed to time and standard. 9. Risk Control No direct patient contact. 10. Place of Performance. Training will be carried out at a location selected and paid for by VA. Planning meetings will be held at VA or by VANTS line arranged by VA. 11. Period of Performance. Contractor shall complete the work required under this SOW in 450 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). The work shall begin on, to be determined at a later time. Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO. 12. Delivery Schedule.
