Description
SYNOPSIS Hurlburt Field AFB, FL, intends to solicit, evaluate, and award a single contract for Transient Alert / Wash Rack services at Hurlburt Field, FL. The period of performance consists of a 12-month base period from 1 December 2017 through November 2018; with four (4) 12-month option periods. Work consists of, but is not limited to the following: contractor shall provide all personnel, personnel protective equipment (PPE), equipment, tools, materials, supervision and other items and services necessary to perform transient alert (TA) services on all transient aircraft arriving and departing Hurlburt Field, FL. TA services shall include but are not limited to: management of arrival services, processing services, departure services, emergency services, special event services, Distinguished Visitor (DV) services, at Hurlburt Field, FL. Transient aircraft are defined in AFI 21-101. The contractor shall also wash CV-22s and a variance of C-130 MDSs (i.e. AC-130U, MC-130H, MC-130J, EC-130J, AC-130W, and AC-130J) in addition to performing fresh water rinses on twenty (20) aircraft, one (1) statue and one (1) displayed bomb located within the airpark grounds. This acquisition is being offered for competition to eligible 8(a) Program participants with active 8(a) status meeting the North American Industry Classification System (NAICS) code for this project is 488119 and size standard of $32.5M. The Contracting Officer anticipates awarding a firm-fixed price type contract. FAR 52.232-18, Availability of Funds, will apply to this solicitation. This requirement for Transient Alert / Wash Rack Services is for operation and maintenance, is considered a continuing service necessary for normal operations for which Congress previously had consistently appropriated funds and continues to remain a must pay requirement for operation of the base. Funds are not presently available for this effort. No award will be made under this combined synopsis/solicitation until certified funds are available. The Government reserves the right to cancel this solicitation, before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) PRICE, (2) TECHNICAL, and (3) PAST PERFORMANCE. The Government reserves the right to award a contract to a higher priced offeror where the decision is consistent with the evaluation factors and the Source Selection Authority (SSA) reasonably determines the high priced offeror outweighs the cost difference. The issuance date for this solicitation is projected to be on or about the week of 21 - 25 August 2017. A site visit is tentatively scheduled for (6 September 2017, 0900 a.m. CST) at Hurlburt Field. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (January 2017) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a Government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (June 2012).
