Solicitation Specs Plans Solicitation Notice Please note this solicitation is set aside for certified small businesses.York Harbor, York, Maine (FEDBIZOPS) Solicitation Number: W912WJ-17-B-0017 Restrictions: Small Business Set-Aside Title: Federal Maintenance Dredging, Two 8-Foot Anchorages and Portion of the 10-Foot Channel Location: York, Maine Issue Date: on or about July 2017 Closing Date: on or about August 2017 Price Range: $1,000,000 - $5,000,000 The U.S. Army Corps of Engineers will be issuing an Invitation for Bid for Maintenance Dredging in York Harbor, York, Maine. The proposed work consists of the mechanical maintenance dredging to remove shoals in the two 8-foot-deep anchorages and a portion of the 10-foot-deep entrance channel. Removal of derelict moorings may also be required. Approximately 90% of the anchorages have shoaled in. These shoals are the result of natural shoaling. The shoals are hindering navigational access and compromising vessel safety. Both commercial fishing boats and recreational boats are moored in the harbor. The work consists of the maintenance dredging of approximately 40,000 cubic yards of primarily fine-grain sand, silt, and clay, with more coarse-grain sand and gravel from the channel, returning the Federal project to its authorized dimensions. The dredged material will be placed at the Cape Arundel Disposal Site, about 14 miles away. The dredge window is November 1 to March 31. The Contractor will be allowed to dredge 24 hours per day, 7 days per week. The last time the harbor was dredged was in 1996 when approximately 48,000 cubic yards of sediment were mechanically removed from the two anchorages (channel wasn't dredged), and placed at the Cape Arundel Disposal Site. Additionally, the Government contemplates inclusion of definitive responsibility criteria similar to the below in the resulting solicitation. The Government welcomes industry comments on whether the below criteria are appropriate and achievable. Interested firms should demonstrate their project experience, within the last five years, in the following requirements: • Dredging by mechanical means a minimum of 20,000 cubic yards in one consecutive 30-day period. • Experience in placement of dredged material at an ocean placement site. These requirements will be included in the solicitation as definitive responsibility criteria, to be demonstrated by the low bidder following the bid opening and prior to award. Please note this solicitation is set aside for certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about Sept, 2017. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).
