Description
Naval Sea Systems Command Headquarters (NAVSEA HQ) intends to issue a Firm-Fixed-Priced (FFP) and Cost-Plus-Fixed-Fee (CPFF) contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 20 February 2018 to Rolls Royce Marine North America (RRMNA). This synopsis of N00024-17-NR-4135 with RRMNA serves as the pre-solicitation synopsis by NAVSEA for casting, machining, and testing first article VIRGINIA Class Propulsor stator blades for process qualification in support of the VIRGINIA Class program. The duration of the ordering period will run from FY18 to FY20. The effort associated with casting and testing the first article stator blades shall be added via a new delivery order on a Firm-Fixed Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) basis. RRNMA is the only known commercial source that possesses the requisite tooling, methodologies, experience, and expertise to meet the Government's military quality requirements for the manufacture of Nickel-Aluminum-Bronze (NAB) VIRGINIA Class Propulsor hardware. The expertise that RRMNA maintains includes mold development, casting process specific to the material, and material characteristics of NAB that will prove invaluable to the process. RRNMA is the only known privately held company capable of meeting the Navy's needs without considerable duplication of costs and unacceptable delays in schedule to develop another source. Companies interested in subcontracting opportunities should contact RRNMA directly. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a capability statement, proposal, or quotation, which, if received within 30 calendar days of publication of this notice, shall be considered by NAVSEA. All responses must be submitted to the Government point of contact at the email address claire.morton@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
