- The Federal Bureau of Investigation (FBI) Operational Technology Division (OTD), Video Surveillance Unit is conducting market research to determine interest and potential solutions to provide the FBI with Mobile and Fixed License Plate Readers (LPR). Interested parties should review the attached technical specification when preparing your response to this RFI. Interested parties should provide the response electronically in both Microsoft Word and searchable Portable Document Format (PDF) formats to the Contract Specialist Montarious Usher at mrusher2@fbi.gov.The subject line should read: FBI Mobile and Fixed License Plate Readers. Submissions are due by 9AM EST 20 August 2017. This is a market research announcement for informational planning purposes only and does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the FBI. Participation in this effort is strictly voluntary with no costs incurred or obligations made on behalf of the FBI. The FBI will not accept any responses submitted as classified information. Information submitted will be considered as an exchange of capabilities information and may be used as part of a future Request for Quote (RFQ) and/or RFP, either as a single contract activity or under multiple contract actions. Any proprietary information provided should be properly marked. No solicitation will be issued at this time. The FBI is in no way bound by the information obtained through this RFI should a solicitation be issued at a later date. Responses to this notice will not be construed as an offer and will not be accepted by the FBI to form a binding contract. Respondents' information/documents submitted in response to this RFI will not be returned. If a solicitation is released, it will be synopsized on FedBizOpps. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The FBI reserves the right to request follow-up information and/or potential solution presentations from RFI respondents as needed, as a result of the information received from this RFI. The purpose of these follow-up questions and discussions is for the FBI to better understand the market capabilities in relation to the various acquisition strategies available for this effort. Information received from follow-up questions and presentations is considered part of the overall market research activity and will be conducted in accordance with FAR Part 15.201.
