Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W912R1-17-Q-0017 is issued as a Request for Quote (RFQ). (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-95. (IV) This acquisition is reserved for a small business concerns. The associated NAICS codes for this acquisition is 238190, 314912, 332311, 531120 and 541330; Small Business size standard is 15M. (V) SCHEDULE OF SUPPLIES/SERVICES: CLIN 0001 - Temporary Facility Building (See attached Salient Characteristics) CLIN 0002 - Temporary Facility Maintenance (Warranty) - 12 Months on labor and materials (VI) This solicitation is for the purchase of CST Temporary Building Structure (VII) FOB Destination point is: _ Andrews AFB, MD 20373__ with a delivery date of 30 days after receipt of order (ARO). (VIII) The provision FAR 52.212-1, Instructions to Offerors, Commercial in its latest edition applies to this solicitation. (IX) The government intends to award a contract to the lowest priced technically acceptable offeror without discussions with respective offerors. Specifications are stated in the CLIN descriptions above. The government, however, reserves the right to conduct discussions if deemed in the best interest of the government. (X) Offerors are to include a completed copy of the provision at 52.212-3 Alt 1, Offeror Representations and Certifications - Commercial Items with their offer. (XV) All information relating to this solicitation, including, changes/amendments, questions and answers, will be posted on the following website: http://www.FBO.gov. Formal communications such as request for clarifications and/or information concerning this solicitation must be submitted in writing or via e-mail to the address below. All answers (on a non-attribution basis) will be posted on the acquisition.army.mil web site. They will be contained in the in a document titled "Questions and Answers". This acquisition will be a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) codes for this project are 238190, 314912, 332311, 531120, and 541330. This contract will be awarded in accordance with FAR Part 12, Commercial Items. The Government will award a contract to the lowest proposed price, technically acceptable offeror. Performance period to accomplish the installation of the temporary facility is on/before 28 September 2017. The contract will be a single award, Firm-Fixed-Price type contract. The work is required in support of the 33rd Civil Support Team. A site visit is scheduled for Wednesday, 16 August 2017, 10:00 AM Eastern Standard Time at the District of Columbia National Guard Armory, 2001 E Capitol St SE, Washington, DC 20003. Name of attendee(s) (no more than 2 people) 2. Driver's license (or other state issued ID) Upon arrival, present valid driver's license (or other state issued ID). Per Federal Acquisition Regulation Clause 52.237-1, Site Visit; Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Offerors are requested to submit questions to the email address noted below not later than Monday 21 August 2017, 1200 Noon Eastern Standard Time. Evaluation of Proposals: All offeror's responses will be evaluated in accordance with FAR clause 52.212-2, Evaluation of Commercial Items. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13.5, Simplified Acquisition Procedures. The quote must describe how the offeror will provide all tools, supplies, equipment, and labor necessary, for the installation of a temporary facility that will house and support the temporary operation of an UCSb2 and TOC Trailer at the DC National Guard Armory in accordance with (IAW) the Salient Characteristics. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing by the Contracting Officer. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation shall apply. Award can only be made to contractors registered in Central Contractor Registration (http://www.ccr.gov).
