Description
This Special Notice is being amended to let Industry know that the acquisition strategy for this requirement is still under development and the Government is still considering Industry input regarding the NAICS code. On 12 December 2016, the Government posted a Special Notice/Sources Sought requesting capability briefs from industry using the NAICS code 517110. On 21 July 2017, the Government posted a DRAFT PWS for this requirement under the solicitation number W91RUS-17-R-0014 using the NAICS code 517110. On 08 August 2017, the Government posted a Special Notice/Sources Sought to assess small business capability to perform this requirement under the NAICS code 541513. The NAICS code on the current contract is 517110 Wired Telecommunications Carriers. Based on the procurement history, the new expanded requirement, and initial feedback from Industry, the Government is considering changing the NAICS code from 517110 - Wired Telecommunications Carriers with a small business size standard of 1,500 employees to 541513 - Computer Facilities Management Services with a small business size standard of $27.5 Million. The Government is seeking the following information: 1. Information related to the suitability of the new NAICS code. Please provide specific information on why the NAICS code should change to 541513 or why it should remain 517110 as it relates to the requirement itself. 2. Information on small business capability to perform the requirement under the NAICS code 541513. Companies who respond should clearly identify whether they are eligible as a small business under the new NAICS code 541513 and provide a capability brief if one hasn't already been provided. 3. Information related to the subcontracting possibilities and what percentage of work in terms of dollars or FTEs should be reserved for Small Business in the event that the acquisition strategy should change from a small business set-aside to unrestricted. 4. Given the fact that this requirement could span multiple locations (both CONUS and OCONUS), how would your company manage its subcontractors, both large and/or small? 5. For any OCONUS requirements, is there any type of special support your company would need to provide to subcontractors who are small businesses? 6. How would subcontracting opportunities for small businesses be determined? By function? By location? Other? 7. Would having socio-economic subcategory goals e.g. SDB, WOSB, EDWOSB, VOSB, SDVOSB, HUB Zone, etc. be feasible? Why or why not? 8. Would your company recommend that the extent of participation by small business concerns (DFARS 215.304) be evaluated as a separate Small Business Participation evaluation factor, as a sub-factor under the technical factor, or within the evaluation of one of the technical sub-factors? Why? 9. Would your company recommend that the option for rating be a table of adjectival ratings or acceptable and unacceptable? Why? 10. Would your company recommend any type of subcontracting incentives IAW FAR 19.708(c), Incentive Subcontracting Program? If so, what type? There is no solicitation for this requirement at this time. This Request for Information is not a request for competitive proposals. Interested parties can express interest and provide a capability statement. If you provide a capability statement please indicate the size of your company and if you plan on being the prime contractor, a subcontractor or in a partnering agreement. Please also include your company CAGE Code and DUNS Number. All information received from this notice shall be used for planning and market research purposes only. The Government will not pay for the preparation of any information submitted or use of such information. Any responses to this notice are due by10:00, MST, on 22 August 2017. The following information is subject to change and is being provided for the benefit of Industry in deciding interest and capability to perform this requirement. For more information, please reference the DRAFT PWS for this requirement posted 21 July 2017 under solicitation number W91RUS-17-R-0014. 1. Requirements Summary. The USARCC-C has a need to procure Information Technology (IT) support services to provide the full range of operations, maintenance and defensive functions of the Army's portion of the Global Information Grid (GIG), or LandWarNet. The workload of the USARCC-C is divided into seven major services: Network Services, Enterprise Services, Unified Capabilities (UC), Computer Network Defense Services, CONUS DoDIN-A Operations, Mission Support Services, and Defensive Cyberspace Operations (DCO) Support Services. These services comprise requirements for network operations, systems operations, technical support, security management, process management, and service support for NIPRNet, Defense Research and Engineering Network (DREN), SIPRNet, Black Core, GMN, and other unclassified or classified environments. The contractor shall provide all personnel, management, and other related services, except as specified in paragraph C.4.6, Government-Furnished Resources. The Government will require ITIL-compliant Contractor performance on tasks identified in section 5.0 in both classified and unclassified network environments. Work shall include current and new systems at various lifecycle stages, and any future applications/systems not currently identified. 2. A single "C" type contract will be awarded. 3. Period of Performance includes: Phase - In Period of 30 days Base Period for 12-months, including phase-in period Option One for 12 months Option Two for 12 months Option to Extend Services IAW 52.217-8 for six months 4. The contract Award will be made based on the best value, overall trade-off proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the evaluation factors of Technical Capability, Past Performance, and Cost. 5. The anticipated award date is 30 June 2018.

Address: The primary place of contract performance is Fort Huachuca, Arizona (60%) and alternate at Fort Sam Houston, Texas (40%), or as identified in 5.0 Technical requirements, with limited contract support at Fort Gordon, GA Fort Eustis, VA., and the Contractor normally shall perform IT support outside Fort Huachuca, Fort Gordon, Fort Eustis, and Fort Sam Houston in a temporary duty (TDY) status.
