- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITING OFFERS. The General Services Administration (GSA), Public Buildings Service (PBS) is conducting a market survey and is seeking competent and qualified firms to provide design and construction for the remodel of existing office space in a federal building located in Bozeman, Montana. The project must be designed to ensure climate comfort in all remodeled space due to the removal and addition of several walls. In addition to mechanical design it will be the contractor's responsibility to ensure the space is designed and constructed in accordance with all codes and regulations, to include, but not limited to ABAAS, NFPA 101, IBS, IMC, IFC, etc. GSA is seeking highly qualified firms with general construction design-build experience. An award of the project is anticipated October 2017. Anticipated start date for contract is November 2017. The estimated performance period is 90 calendar days from notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $36.5 million. SCOPE OF SERVICES The contractor shall provide design, labor, materials, equipment and supervision necessary to perform the objectives listed in the following scope objectives. The contractor is responsible to supply the Government with a code compliant space. Any deviations from code will be the responsibility of the contractor and their design to correct. The contractor shall construct the project using the following objectives but not be limited to: Second Floor Room : Design of space shall provide solutions to prevent sound attenuation. An STC rating of 45 or better shall be designed into the space. Work includes: •· Remove and replace 2 glass doors with solid 1 hr fire rated wood doors with mortise locking hardware. •· Construct wall extending North from room 255A east to existing 255 east wall boundary. •· Frame with 3 5/8" steel studs extend 6" above acoustical grid ceiling. •· Drywall both sides finished to a level 4 finish. •· Prime and paint both sides of wall. 1 coat primer, 2 coats low voc paint. •· Tie grid ceiling into new wall construction and install ceiling tiles to match existing. •· Insulate wall and ceiling for sound attenuation to achieve a STC rating of 45 or better. •· Install new solid wood door and frame with 1 hour fire rating in wall. •· Insulate existing walls in the space and ceiling for sound attenuation to achieve a STC rating of 45 or better. •· Provide sufficient air flow and balancing into 3 rooms internal to this space. Contractor will supply a final test and balance report to the GSA to measure the successful climate control. Third Floor Break Room: Construction of break room. Work includes: •· Install approx. 9 LF of standard stained oak base cabinet against North East corner of the room with knee space under sink compartment for accessibility. •· Install plastic laminate counter with stainless steel kitchen sink and faucet. (Color TBD) •· Install Plumbing into existing cold water line and existing 2" DWV located in the North Wall. •· Install cold water line into cold water hookup of kitchen faucet and install under sink instantaneous water heater for hot water supply. •· Install garbage disposal into sink. •· Install two ice maker water taps for two new refrigerator supplied by others. •· Move and relocate mail base cabinets and mail slots from the existing mail rooms into the new break room. Third Floor North West Rooms: Construction and Demolition. Work Includes: •· Remove two doors and frames from both rooms •· Demo partition wall between room 324A and 310D. •· Patch damage to remaining walls to a level 4 finish. •· Remove carpet tile from 324A and 310D •· Frame a wall to continue the room partition wall between room 310D and 310C. •· Frame with 3 5/8" steel studs to acoustical grid ceiling. •· Drywall both sides finished to a level 4 finish. •· Prime and paint both sides of wall. 1 coat primer, 2 coats low voc paint. •· Reinstall door, hardware and frame from highest quality door from the demolition of this space. •· Install new carpet tile in 310D. •· Install insulation in the ceiling of 310C for sound attenuation resulting in an STC rating of 45 or better. •· Remove both doors and frames from 324B and salvage. •· Patch East door opening in 324B •· Frame with 3 5/8" steel studs to acoustical grid ceiling. •· Drywall both sides finished to a level 4 finish. •· Prime and paint both sides of wall. 1 coat primer, 2 coats low voc paint. •· Reinstall door, hardware and frame from highest quality door from the demolition of this space. •· Install insulation in the walls of the framing to reduce sound transfer through walls. •· Construct wall to continue N/S wall of 324B to divide 324B from 324. •· Frame with 3 5/8" steel studs to acoustical grid ceiling. •· Drywall both sides finished to a level 4 finish. •· Prime and paint both sides of wall. 1 coat primer, 2 coats low voc paint. •· Reinstall door, hardware and frame from highest quality door from the demolition of this space. •· Install insulation in the walls of the framing to reduce sound transfer through walls. •· Install new carpet tile in 324B. All work shall comply with codes and standards applicable to each type of work through the course of this project. Contractor shall also comply with the requirements of GSA BuildGreen Standards and the PBS P100. Contractors capable of performing as a prime contractor that can meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. 1. Name, DUNs, address, business size, and annual revenue for the past 3 years. 2. Company status: 8(a), HUBZone, SDVOSB, large business, etc. 3. Affiliate information: parent company, joint venture partners, potential teaming partners. 4. A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as a result of this sources sought notice. 5. Pertinent details for two successfully completed design-build projects (includes both design and construction of the project). At minimum, provide a project description, contract dollar value, and point of contact information for the individual for whom the project was constructed. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-5) as stated above.
