Description
The objective of this solicitation and any resulting contract is to obtain HC-130H Aircrew Services in support of US Forest Service HC-130H airtanker operations. The Contractor will provide aircrews consisting of one Contractor Aircrew Project Manager (CAPM), two Pilot-in-commands, one Flight Engineer, and two Load Masters meeting the minimum requirements of the solicitation. The aircraft will be maintained by contractors in accordance with the US Coast Guard procedures and the maintenance will be overseen by US Coast Guard Personnel. The US Forest Service HC-130 will be configured with a MAFFS II system and the aircraft will be based out of McClellan Airfield in Sacramento, CA. The aircraft will support airtanker operations from February 01, 2018 through January 31, 2019 with options to extend the term of the contract for an additional two years and six months. Services will be provided five days per week, excluding holidays, during the non-fire season periods and six days per week (day off to be determined by the Government), including holidays, during the fire season. The solicitation and resulting contract contains Alternate 1 of the Government Property Clause. Please note that FAR 52.245-1 Alternate 1, shifts the risk of any loss of Government Property to the Contractor as follows. 52.245-1, Alternate I (Apr 2012). As prescribed in 45.107(a)(2), substitute the following for paragraph (h)(1) of the basic clause: (h)(1) The Contractor assumes the risk of, and shall be responsible for, any loss of Government property upon its delivery to the Contractor as Government-furnished property. However, the Contractor is not responsible for reasonable wear and tear to Government property or for Government property properly consumed in performing this contract. The resulting contract will be firm fixed rate contract for HC-130H aircrew services. Questions shall be submitted prior to Close of Business (COB) September 1, 2017. Questions must be submitted in writing to michaelmcfarlane@fs.fed.us. This requirement is set aside 100% for Service Disabled Veteran Owned Small Business.
