Description
Bill of Materials Expendable tooling procurement for Randolph T-38 Depot. NOTICE: This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Quotes shall be submitted via e-mail to the identified points of contact. Paper copies of quotes will not be evaluated. The government intends to establish a Blanket Purchase Agreement to a single awardee no later than 8 September 2017 and will include a 5-year ordering/call period. This solicitation is issued as a request for quotation (RFQ) as a total small business set-aside, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. The NAICS code is 333515 for this requirement. Evaluation of offerors will be conducted in accordance with FAR 52.212-2, Evaluation - Commercial Items. Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror's quote. The proposed NAICS Code is 333515 Cutting Tool and Machine tool accessory manufacturing. DESCRIPTION OF REQUIREMENTS The United States Air Force Life Cycle Management Complex, MAPA Contracting Branch, intends to acquire expendable tooling for the Randolph AFB Depot. The Depot provides structural support to the T-38 fighter/trainer for structural upgrades. The expendable tooling is required to perform the work with regard to drill bits, reamers, and other tooling contained in the attached spreadsheet in order to ensure correct fit of the structural components. This effort is to procure expendable tooling on a monthly basis for restock of items utilized during the month for repair components on the T-38C Talon. The contractor will need to provide the expendable tooling to the depot monthly to replenish the expendable tooling items used. A depot representative will place orders on a monthly basis. The BPA will include the following Contract Line Item (CLIN): CLIN# QTY Unit of Issue Unit Price Total CLIN 0001 1 LO * *Unit prices for tools will be attached as Exhibit 1 to the BPA award. The ceiling value for the 5-year period is $4,000,000.00. 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. 52.212-2, Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; and (ii) price. Offerors will be evaluated for technical acceptability first. For offerors determined technically acceptable, the government will compute a Total Evaluated Price (TEP) using the offeror's quoted tool prices and predetermined/estimated order quantities. Contract award will be made to the Lowest Price, Technically Acceptable, eligible and responsible offeror. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
