- Intent to Sole Source HYPACK SW Maintenance NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Hypack, Inc., a YSI company, 56 Bradley St., Middletown, CT 06457 using the procedures in FAR Part 13, to provide HYPACK Software Maintenance. The National Ocean Service (NOS) is a line office of NOAA. The mission of NOS is broad and includes a variety of technical and scientific services in support of coastal ocean natural resource stewardship and navigation support. Within NOS are program offices that are charged with carrying out the NOS mission. The Coast Survey Development Laboratory has a need for yearly support and access to necessary updates. Hypack, Inc. is the sole manufacturer of Hypack and Hysweep hydrographic survey software packages. These packages are an industry standard for marine surveying, positioning and navigation and is critical in NOAA’s mission to accurately collect single beam and multi- beam bathymetric datasets. This software also allows hydrographers to precisely navigate survey lines using NOAA raster charts and ENCs as background files to safely collect navigationally significant data. NOAA’s hydrographic fleet currently has over 40 licenses of Hypack software in use, and has a continued requirement to access technical support and program updates for this essential software. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 3:00 pm EST, August 18, 2017 to be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Capability statements and related materials must be e-mailed to Kelly.Parr@noaa.gov by 3:00 pm EST, August 18, 2017.
