Instructions to Offerors ************UPDATE AUGUST 14, 2017********************** This project is officially advertised. Please see attachment "Instruction to Offerors" to access the solicitation and specifications via ProjNet. ******************************************************* The U.S. Army Corps of Engineers, Kansas City District will be issuing an Invitation for Bids (IFB) to solicit for and award a firm fixed price design-build (DB) contract for Building 760 Renovation at Fort Riley, Kansas The scope of this contract would be to renovate historic building 760 to house the administrative portions of a small Air Force weather detachment in the Marshall Army Airfield area of Fort Riley, Kansas. This project includes structural design to meet anti-terrorism and force protection (ATFP) requirements, fire protection and alarm systems, and building information systems, and energy monitoring and control system (EMCS) connections. The magnitude of this project is between $1,000,000 and $5,000,000. The applicable North American Industrial Classification System (NAICS) codes and applicable size standards include but are not limited to: Other Heavy and Civil Engineering Construction 236220, $36.5M Bid Guarantee will be required with bid. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. The solicitation will be available on or about August 11, 2017. Bid due date and location will be specified on the SF 1442, Block 13a of the Solicitation. The solicitation, including any amendments, shall establish the official opening and closing dates and times. This solicitation is being issued as 100% Total Small Business set-aside. In accordance with FAR Part 19, and in coordination with the Small Business Administration (SBA), all responsible Small Business sources may submit a bid. To view or download the solicitation requires registration at the Federal Business Opportunities (FBO) website at http://www.fbo.gov. Downloads are available only through the FBO website. Any amendments will only be available from the FBO website. Offerors are responsible for checking the FBO website frequently for any update(s) to this Pre-Solicitation Announcement or amendments to the Solicitation. The website is occasionally inaccessible due to maintenance. The government is not responsible for any loss of internet connectivity or for an offerors inability to access the document at the referenced website. Prior to bidding, prospective contractors shall be registered in the System for Award Management (SAM) database prior to award of a contract. SAM registration is available online at the SAM website at http://sam.gov/ Annual Representations and Certifications (by FAR 52.204-8 -Jan 2014) must be filled-in online at http://sam.gov/. The required Annual Form Vets-100 must also be filled-in online at https://vets100.dol.gov per FAR 52.222-37. For security reasons, individuals requiring access to the Federal Building must present a valid photo ID and be escorted to their destination by a Government employee. Due to security considerations, all visitors attending bid openings are urged to arrive early enough prior to the scheduled bid opening for in-processing. A Government employee will escort all bidders to the bid opening.
