- System Specs. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-17-164A and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with ProteinSimple- 3001 Orchard Parkway - San Jose, CA 95134 to procure the following products and service/support: 1. Product Code: 004-600 - Wes System, A capillary-based nano-immunoassay sized based separation platform. Systems includes instrument, computer, Windows® operating system, Compass software (10-seat license), and one-year warranty that includes depot service Quantity (2) EA 2. Product Code: PS-N001 - Wes Training Support, Comprehensive training that includes hands-on training for up to three people conduct on site by a ProteinSimple field application scientist. Includes a Wes Training Kit (PS-T001), time and travel - Quantity (2) EA 3. Product Code: SM-W004 - 12-230 kDa Wes Separation Module, 8x 25 capillary cartridges, Use with a Detection Module. Reagent for 200 data points include two parts: Separation box w/8 Capillary Cartridges (25 capillaries per cartridge), 8 Wes 12-230 kDa Pre-filled Plates (pre-filled w/Separation Matrix 2, Stacking Matrix 2, Split Running Buffer 2 and Matrix Removal Buffer), Sample Buffer, Wash Buffer (Store at RT), plus Standard Pack 1 clamshell w/8 ea. DTT, FL Standard master mix w/29 kDa System Control Protein. (Store at 4C) - Quantity (1) EA 4. Product Code: DM-001 - Anti-Rabbit Detection Module for Wes, Peggy Sue or Sally Sue, use with a Wes or Sally Sue/Peggy Sue Separation Module. Includes: Luminol-S, Peroxide, Antibody Diluent 2, Anti-Rabbit Secondary Antibody, Streptavidin-HRP - Quantity (1) EA 5. Product Code: DM-002 -- Anti-Mouse Detection Module for Wes, Peggy Sue or Sally Sue, use with a Wes or Sally Sue/Peggy Sue a Separation Module. Includes: Luminol-S Peroxide, Antibody Diluent 2, Anti-Mouse Secondary Antibody, Streptavidin-HRP. - Quantity (1) EA Note: The systems are needed for two separate labs@ the National Institutes of Health (NIH). Therefore, two separate quotes are required with submission. One lab to receive (1) of all products listed above and the other lab to only receive (1) each of product code# 004-600 and product code PS-N001. The labs at the NIH works with protein identification and on how proteins interact to regulate the transport of various cargos in axons. While we know that this axonal transport is critical for the development and maintenance of functional neural circuits, how disparate cargos are transported independently is largely unknown. The work involves extracting a large amount of protein, obtained from zebrafish embryo and a significant amount of primary antibodies. The labs now have a need for the Wes system which uses capillary-based protein analyses to separate protein ranging in size from 2-440 kDa in roughly three hours. In addition, twenty-five samples can run simultaneously to generate quantified protein levels. Also, the amount of protein necessary for the Wes simple western is much less than traditional westerns (0.3-1.2ug) because the machine is 50 to 100 times as sensitive as a traditional western blot. Together, the increased sensitivity, antibody savings and ability to easily quantify protein levels makes the Wes system ideal for the labs work. The Wes system automates a multi-day task saving time increasing accuracy, productivity and uses less consumable material than standard practices. The Wes system is a unique, automated size-based separation and nano-immunoassay platform for the detection and characterization of protein molecular weights in denatured protein lysates. It automatically performs all the manual steps typically associated with traditional Western analysis and provides true quantitation of results upon completion of an experiments. See attached for Wes System specifications/information. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to follow/in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
