- This notice is being amended to correct the RFQ response date from 17 August, 2017 to 18 August, 2017. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quote (RFQ) for CON 360-Contracting for Decision Makers. Course to be held at the NASA Management Education Center (MEC) at the Wallops Flight Facility Period of Performance: 10/23/2017 through 11/03/2017. Number of students twenty-five(25). · Note: This class must be provided by a DAU-approved equivalent provider and the course objectives will be per the vendor catalog. Specific Tasks to be covered in the proposal: 1. Not later than eight weeks prior to the course start date, the selected vendor must develop and submit a draft course schedule to the NASA Procurement Training Program Manager. Should this course have the option to incorporate agency-determined modules or topics, the vendor shall indicate this on the schedule and recommend subject areas for NASA’s consideration. 2. If requested, the vendor shall contact proposed presenters for the agency-determined topics or modules to secure a commitment to present. Please provide DAU equivalent certificate. The provisions and clauses in the RFQ are those in effect through FAC 2005-94 and FAC-2005-95 respectively at http://nais.nasa.gov/far/. The NAICS Code for this procurement is 611430. The offeror shall state in their offer their size status for this procurement. All contractual and technical questions must be in writing (e-mail) to Helen E.Tidwell-Zaldana@nasa.gov not later than COB Tuesday, 15 August 2017. Telephone questions will not be accepted. Offers for the items(s) described above are due by Friday, 18 August 2017 to Helen E.Tidwell-Zaldana@nasa.gov and must include solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, cancellation policy, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Oct 2015), Instructions to Offerors-Commercial Items. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. FAR 52.212-5 (Jan 2017), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36. Evaluation Criteria: The Government will award a contract from this solicitation to the responsible Offerer whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Other critical requirements: such as Delivery of course, course outline/curriculum, education, and training, shall also be considered. An Offeror’s quote will be deemed technically unacceptable and removed from further consideration for contract award if the Offeror’s quote does not demonstrate that all of the requirements listed in this solicitation can be met in a satisfactory manner. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
