- The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) has a non-commercial requirement for manufacture of All Up Round (AUR) Loading Elastomer Strip-Guards for the Tomahawk All Up Round Simulator (AURS) in support of the Block IV Virginia Payload Tube (VPT) program. NUWC Division Newport intends to award a Firm Fixed Price purchase order for the following items: Line Item Description Quantity 0001 AUR ELASTOMER STRIP-GUARD, LOADING (P/N JCM-14279-006) 66 0002 AUR ELASTOMER STRIP-GUARD, LOADING (P/N JCM-14279-007) 44 0003 AUR ELASTOMER STRIP-GUARD, LOADING (P/N JCM-14279-008) 44 The Elastomer Loading Guards shall be manufactured according to the Rev H drawings of each part. All specifications and tolerances on the drawing shall be adhered to. The contactor shall deliver a Standard Test Report in accordance with CDRL A001. In addition, the Contractor shall deliver a Certificate of Conformance for each of the three Elastomer Loading Guard P/Ns. This shall include material validation/ certification documentation of all the materials involved in the manufacture of the Elastomer Loading Guards, in accordance with CDRL A002. The manufacturer must ensure that all requirements specified on the drawings are met. NUWCDIVNPT intends to award the Firm Fixed Price purchase order on a sole source basis (no substitutions allowed). The basis for the sole source is that VIP Rubber is the original manufacture of the Elastomer Guards. No other vendor can meet the.020 tolerance called out on the thicker and wider parts of the Elastomer Guards. Due to the critical delivery time required for the fabrication of the AUR Simulators, NUWCDIVNPT cannot take the risks involved that could result in an unacceptable delay in the fleet delivery. Based on the aforementioned, VIP Rubber is the only source that can meet NUWCDIVNPT's requirements. Required delivery is 8 weeks after the date of award, F.O.B Destination, Newport, RI 02841. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors must be JCP Certified to request the drawing. This requirement is a unrestricted sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP). Additional details will be released upon issuance of the Request for Quote (RFQ) N66604-17-Q-2990. The RFQ is anticipated for release on or about 28 AUG 2017. The closing date for receipt of quotes will be established in the RFQ. The delivery schedule will be established in the RFQ.
