- W56ZTN-17-T-0017 NOTICE OF INTENT TO SOLE SOURCE This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 6.302-1(b)(1)(i). The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005-1846; has a requirement to contract for an ordained Catholic Priest (with an active endorsement from the Archdiocese of the Military Service, USA) to provide mass and sacraments for the Installation. As such, this element falls under responsibility of the Garrison Chaplain as defined in the Command Master Religious Plan (CMRP). The Contractor shall perform to the standards in this contract. IMCOM Chaplain Services provides worldwide services to Army personnel and their Families. This support enables IMCOM to meet their mission to synchronize, integrate, and deliver Religious Support and sustain facilities in support of Senior Commanders in order to enable a ready and resilient Army through Contractor supported services. There are many functions that comprise the Chaplain Services program, some of which are provided through active duty military, civilian, volunteers, and contracted support services. The mission of the Chaplains program is to provide for Essential Elements of Religious Services [EERS] to include mass and sacramental rites for all assigned Soldiers, civilians, and Family members at the Installation. IMCOM will synchronize, integrate, and deliver Religious Support and sustain facilities in support of Senior Commanders in order to enable a ready and resilient Army. The Contractor shall perform chaplain services in accordance with this Performance Work Statement. During performance of the contract the Government reserves the right to add or delete facilities and/or the level of services required. The intended period of performance for the above mentioned service is subject to date of award and will follow through a Base of a 12-month period and two (2) option years. The Government intends to award a Firm-Fixed Price as sole source contract to Martin Feild, 2525 Potspring Road, Lutherville, Maryland 21093. The incumbent Catholic Priest is the only source qualified with the required capabilities to perform these services within the local area to provide the mentioned services. The associated North America Industry Classification System (NAICS) Code is 813110 and the Business Size Standard is $7.5M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government to compete the proposed requirement will be based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest in writing to the identified point of contact no later than 4:00 PM Eastern Standard Time (EST), 21 August 2017. Telephone responses will not be accepted. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
