- ALEP Base Access Worksheet ALEP Block 3 Requirements 10 Aug 17 Industry Day Briefing August 14, 2017 Title of Event: Aircrew Laser Eye Protection (ALEP) Block 3 - Industry Day Audience: Members of the DoD and Industry Representatives When: 29 August 2017, 0800-1700 Where: AFIT Bldg 642, Room 219 at Wright-Patterson AFB, OH Abstract: The Air Force Life Cycle Management Center (AFLCMC) Human Systems Program Office (WNU) is looking to identify firms with the capability to develop, manufacture, test, and deliver ALEP Block 3 production articles in the required formats. These formats include spectacles, HGU helmet visors, ballistic spectacle, Joint Service Aircrew Mask (JSAM) Strategic Airmask (SA) visor, and Joint Helmet Mounted Cueing System (JHMCS) visor. This effort shall include all development, management and technical support, quality assurance, planning, material and production support, as well as facilities for this production. The USAF anticipates a follow-on purchase of both low-rate production articles and a full-rate production purchase of ~38,000 ALEP Block 3 items (in various formats). The NAICS code for this action is 333314. Who should attend? Vendors/Contractors who are interested and have experience with ALEPs. Foreign nationals will not be permitted into the facility. For planning purposes, please indicate if you will attend no later than 22 August 2017, and provide the following information via email to the POCs listed below: company name, company location, company size, small business classification (if applicable). Please fill out the attached ALEP Base Access Worksheet and submit to the POCs listed below no later than 22 August 2017. Due to room size limit attendees to four (4). Questions and answers will be posted to FedBizOpps following the Industry Day. Questions must NOT contain trade secrets or classified information. Industry Day Goals: To ensure synergy between DoD and Industry representatives Incorporate Industry comments into the Request for Proposal documents Communicate the ALEP Block 3 program and requirements Threat protection Procurement requirements Gain a better understanding of recent Industry developments High-Level Agenda: - Introduction of ALEP Block 3 program and requirements - Breakout group discussion/demonstration between the Government and each Vendor. - The Government intends to assign at least one 30 min time slot per vendor based on interest - Unclassified discussion only, however it may be possible to schedule additional time to discuss classified material - Recap/"Way Ahead" Attachments: Aircrew Laser Eye Protection (ALEP) Block 3 Requirements Matrix 10 August 2017 Appendix A, "ALEP Protection Wavelengths and Optical Densities" 10 August 2017 - available upon request once clearances are validated via AFLCMC/WN Security ALEP Base Access Worksheet Notes: This is not a Request For Quote (RFQ), Request for Proposal (RFP), or an invitation to bid, nor is this to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. This notice does not commit the Government to contract for any supply or service whatsoever. The Government will not reimburse or pay for any information submitted, administrative costs, or travel in response to this notice or any follow-up information requests. Please be advised that all submissions become Government property and will not be returned. All costs associated with responding to this notice will be solely at the responding party's expense. Not responding to this notice will not preclude participation in any future RFP, if any is issued. Small businesses are encouraged to provide responses to this notice in order to assist AFLCMC in determining potential levels of competition available in the industry, as well as helping to establish a basis for developing any subsequent subcontract plan goal percentages. The acquisition strategy is still being determined. Market research results will assist the USAF in determining whether this requirement will be a full and open, a small business set aside, or a sole source acquisition.
