- The National Cemetery Administration (NCA) has the following requirement: Title of Project Location: TOGUS NATIONAL CEMETERY (EAST AND WEST SECTIONS) Project Title: Repair Entry Concrete and Gates | Project Control No.: 818-M&R17-07 Statement of Work Summary: Contractor shall furnish all tools, labor, materials, equipment, services, and professional design services to perform work described below, in other specification sections, and on the drawings at Togus National Cemetery (Location: 100 Togus Road Togus, ME 04330) as required by the project documents. A. General 1. Contractor is strongly encouraged to survey the project area prior to bidding to adequately understand the full scope of work and all requirements. Contractor is required to submit any questions or clarifications prior to bid. A bid submitted will be taken as agreement that the work shall be performed to meet the requirements herein based on the existing conditions in the field. 2. This numbered requirement only applies to work items specifically noted as design build elements below. The contractor shall engage the services of a professional design firm which specializes in the work contained in this project. Contractor shall submit this firm for approval complete with qualifications prior to the start of construction. Contractor and this professional design firm shall submit design drawings. Design drawings shall be: scaled drawings, Final construction documents, stamped and sealed by a professional engineer in the state where the work is to take place, submitted full size (30x42 ) and in electronic format (pdf) to both the Project Engineer and the Cemetery Director. 3. This numbered requirement only applies to work items specifically noted as design build elements below. Prior to submission to the COR, contractor shall have all submittals reviewed, signed and sealed by a professional engineer in the state where work is to take place, and stamped approved by this professional design firm. 4. The contractor shall submit submittals including shop drawings and any other specification requirements to the COR for review and approval prior to fabrication/installation. Submittals approved by the owner (VA/NCA) are required prior to starting on the corresponding work. B. Specific work items: General Note: This project spans two separate locations, known hereafter as Togus East and Togus West. Togus East has just one entry gate, while Togus West has two. Togus West s entry gates are referenced as West Entry and East Entry. 1. Togus East (Only Entry): a. Demolish existing concrete roadway, curbing, and subbase. Protect existing concrete foundation slabs for the columns (arrowed in red on drawing 818-M&R17-07-001 detail 1; typical of all entry gates). Prepare subgrade and install new asphalt paving and key into existing asphalt per drawing 818-M&R17-07-001 details 4 & 5. Install new concrete curbing per drawing 818-M&R17-07-001 detail 6. Professionally survey to achieve the following requirement: new grading and asphalt work slopes such that water drains off the roadway and does not pond. b. Strip paint off of the steel entry gates, and paint new using paint suitable for marine applications underwater. Work can be done either by removing gate or done with gate in place. Demolish (1) existing gate hold bracket, which is visible on the right hand side of drawing 818-M&R17-07-001 detail 1 and more clearly in detail 1A same drawing. Detail 3A same drawing shows a less damaged gate hold bracket on another gate on Togus West. Install (2) new gate hold brackets to match existing in size and shape, made of schedule 30 steel and hot dip galvanized, then painted per specifications using paint suitable for marine applications underwater. Secure refinished gate to the gate hold brackets using a minimum 3/8" schedule 30 steel pin with chain which are hot dip galvanized and then painted per specifications using paint suitable for marine applications underwater. Epoxy bolt the new gate hold brackets into the concrete posts using four (4) minimum ¼ bolts and structural epoxy with a minimum embedment of 3 per bolt. Submit drawing and product information for new gate hold brackets, clearly showing installation. Patch the concrete posts as necessary before and after work to facilitate the installation of the new gate hold brackets, using non-shrink grout mixed to a minimum of 5000 psi. 2. Togus West (East Entry): a. Demolish existing concrete roadway, curbing, and subbase. Protect existing concrete foundation slabs for the columns. Prepare subgrade and install new asphalt paving and key into existing asphalt per drawing 818-M&R17-07-001 details 4 & 5. Install new concrete curbing per drawing 818-M&R17-07-001 detail 6. Togus West (West Entry): a. Demolish existing concrete roadway, curbing, and subbase. Protect existing concrete foundation slabs for the columns. Prepare subgrade and install new asphalt paving and key into existing asphalt per drawing 818-M&R17-07-001 details 4 & 5. Install new concrete curbing per drawing 818-M&R17-07-001 detail 6. Install underdrain system as described below under and in conjunction with this new work. b. DESIGN BUILD ELEMENT: 1. Provide professional design service to design, and then to provide the materials, labor and equipment to install a new underdrain system such that water flows to the new drain inlets, does not pond on any of the new asphalt work described above, and then transfers water into the nearby ditch to the culvert that passes under the public road. The specific requirements herein and on the drawings shall be the minimum requirements. 2. New underdrain work shall provide reinforced precast concrete drain inlets: three (3) new are to be 12 x12 wide, height as necessary to provide drainage, with a minimum 3 deep steel grate. Inlet system shall meet traffic rating. New inlets shall be installed on a minimum 6 crushed stone base. Design build engineer shall locate new inlets in such a manner that they best drain the new asphalt work installed as described above. Submitted drawing shall show drainage slopes for verification. 3. Connect new drain inlets to a new pipe underdrain and system. Install new minimum 8 solid schedule 80 PVC pipe underdrain system. Design for one (1) new outlets to include a sloped and flared precast reinforced concrete headwall. Design system to gravity drain to this outlet, and this outlet into the ditch clearly visible on the drawings. Restore disturbed area to existing. Contractor shall survey as necessary for this design-build work. c. Strip paint off of the steel entry gates, and paint new using paint suitable for marine applications underwater. Work can be done either by removing gate or done with gate in place. Demolish (2) existing gate hold brackets. Install (2) new gate hold brackets to match existing in size and shape, made of schedule 30 steel and hot dip galvanized, then painted per specifications using paint suitable for marine applications underwater. Secure refinished gate to the gate hold brackets using a minimum 3/8" schedule 30 steel pin with chain which are hot dip galvanized and then painted per specifications using paint suitable for marine applications underwater. Epoxy bolt or dowel the new gate hold brackets into the concrete posts using four (4) minimum ¼ bolts and structural epoxy with a minimum embedment of 3 per bolt. Submit drawing and product information for new gate hold brackets, clearly showing installation. Patch the concrete posts as necessary before and after work to facilitate the installation of the new gate hold brackets, using non-shrink grout mixed to a minimum of 5000 psi. d. The brick-faced columns at this entrance have a total of fifty (50) damaged or missing bricks, most of which are individual brick failures but some of which are in a large group. See drawing 818-M&R17-07-001 detail 3C for a group of failed bricks needing replacement, and for a general view of the work required. Carefully remove existing damaged bricks and surrounding mortar. Or in the case of bricks which are entirely missing, remove surrounding mortar only. Install new bricks and mortar to match existing in size and color. Note the mortar specification requires a historical mortar mix as opposed to a modern mortar mix. One complete job. Duration: Term of the contract shall be one hundred and eighty days (180 days) After Receipt of Order (ARO). The Contractor shall complete all work within 180 calendar days ARO and notice to proceed, subject to terms, conditions, provisions and schedules of the contract. (END OF PRICE SCHEDULE)
