Description
RFP_F8T3CE7118AG01 This is a Pre-Solicitation notice that the Government intends to issue a Request for Proposal (RFP) for a Firm Fixed-Price Contract Provide all labor and equipment to perform installation of new electronic control system for BAK-H runway and tower panel control aircraft arresting system. The four barriers require radio communication from a centralized station (control tower). Remote Terminal Units (RTU) with radio is required at each of the four barrier locations as well as in the control tower, fire unit and in the ANG Barrier Maintenance shop. The electronic control system shall interface with and operate the four new BAK-H aircraft arresting systems installed on the required Runway. Install the BAK control system in the Tower, Fire, Shop, Controls and Non-controls units at each end of the runway. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform the Installation of BAK-H Aircraft Arresting Systems services, as defined in this Performance Work Statement (PWS.) (PWS will be published on the solicitation issue date.) Period of Performance (PoP): 90 Days Award will be based on the lowest-price price technically acceptable (LPTA) by a responsive and responsible offer to the RFP. This is a 100% Small Business Set-Aside, Firm-Fixed Price procurement and will be procured using commercial procedures. The North American Industry Classification System (NAICS) Code is 334220. DESCRIPTION OF REQUIREMENT: The current Aircraft Arresting System MOSCAD radio is outdated and no longer supported for parts and service by NGB or original manufacturer. The ACE3600 will replace completely replace our old system with a more modern and reliable system. Offerors will have an opportunity to attend a scheduled site visit. The date, time, location and registration requirements will be posted in the solicitation procedures. NAICS AND SIZE STANDARD: The NAICS code for this project is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The small business size standard, based on average annual receipts is 1,250 employees. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in SAM with a matching NAICS, (www.sam.govhttps://www.sam.gov/portal/public/SAM/ https://www.sam.gov/portal/public/SAM/ ), in order to receive an award. To be considered, responsive offerors must register in SAM at before submitting an offer. Instructions for registering are available at the SAM website ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The RFQ documents for this procurement will be posted on the Federal Business Opportunities (FBO) website, (www.fbo.gov).
