Description
ADVANCED SUBSCALE AERIAL PLATFORM (ASAP) SPECIAL NOTICE The United States Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), PM Instrumentation, Targets and Threat Simulators (PM ITTS), Targets Management Office (TMO) has a requirement to provide an affordable aerial target to replace the obsolete MQM-107. The MQM-107 and its revisions have been in service since the mid-1970s. The last procurement contract for the MQM-107 was completed in 2001. The MQM-107 has been the most cost effective solution to meet the majority of aerial target requirements for a jet-propelled subscale aircraft. Due to depletion of MQM-107 assets and obsolescence issues affecting maintenance, the Advanced Subscale Aerial Platform (ASAP) will provide the most cost-effective solution to meet TMO's need. On 15 Mar 2017, a Request for Proposal (RFP) W31P4Q-17-R-0024 was issued with a closing date of 13 Apr 2017, later extended through 17 April 2017. During the evaluation phase, there were clarifications and revised requirements resulting in the following changes to the RFP: 1. The requirement is now for the purchase and modification of Mature Targets (MQM-107 replacement) ONLY. The quantity of Mature Targets has changed from 40 targets to a maximum of 84 targets to be produced over five years. 2. Developmental CLINs 0001-0011 have been removed. 3. Engineering Services CLINS 0027-0031 and Operational Support Services CLINS 0037-0041, which were initially coded as Firm Fixed Price (FFP), will be changed to Cost Plus Fixed Fee (CPFF). 4. Fully Operational CLINS 0087-0091 have been removed. CONTRACTORS: If subject RFP were to be amended to reflect the above changes, would your company submit a proposal, if given 30 days for complete submission of a proposal? PLEASE provide any affirmative responses to this posting NLT 2:00pm CST on Wednesday, 16 Aug 2017. Responses should be sent to: amy.a.lett.civ@mail.mil. If no responses are received, it is the Government's intent is to make an award based on the above changes.
