- Description
- The U.S. Office of Personnel Management (OPM) has a need to develop online assessments for selecting individuals into the Senior Executive Service. The Senior Executive Service includes most managerial, supervisory, and policy positions classified above General Schedule (GS) grade 15 or equivalent positions in the Executive Branch of the Federal Government. The assessments developed will need to measure the twenty-two (22) competencies falling under the five (5) Executive Core Qualifications (ECQs). The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential in relation to non-technical competencies. The assessments developed may also need to measure the six (6) Fundamental competencies that serve as a foundation for the ECQs. The ECQ competencies and their definitions, as well as the Fundamental competencies and their definitions are provided in Appendix A. OPM has published guidelines for the Senior Executive Service qualifications found here: https://www.opm.gov/policy-data-oversight/senior-executive-service/reference-materials/guidetosesquals_2012.pdf. The assessments OPM plans to develop for these efforts are an expansion of the merit staffing selection methods described in this document. See August 11- 14, 2017 Revisions.
