The material or service listed in par. 3 below is sole source, therefore, consideration of the number of contractors required by FAR Subpart 8.4 Federal Supply Schedules, is precluded for the reasons indicated below. (1) AGENCY AND CONTRACTING ACTIVITY: Department of Veterans Affairs VAAAHS____ 2215 Fuller Rd______________ Ann Arbor MI 48105 VISN: 10 (2) NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED: SEWP V order for the procurement of wireless access points to upgrade and improve clinical dead zones as recommended by current wireless assessment of the facility. (a) A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY S NEED: 629 each, Wireless Access Points (Air-CAP3702I-B-K9) minimum requirements: 802.11n version 2.0 capabilities - PHY data rates up to 450 Mbps (40 MHz with 5 GHz), 20- and 40-MHz channels, 802.11n and 802.11a/g beamforming, 4x4 MIMO with three spatial streams, Packet aggregation: A-MPDU (Tx/Rx), A-MSDU (Tx/Rx), 802.11 dynamic frequency selection (DFS). 802.11ac Wave 1 Capabilities: 802.11ac beamforming, 4x4 MIMO with three spatial streams, 20-, 40-, and 80-MHz channel, PHY data rates up to 1.3 Gbps (80 MHz with 5 GHz), acket aggregation: A-MPDU (Tx/Rx), A-MSDU (Tx/Rx), 802.11 DFS Data rates supported: 802.11a: 6, 9, 12, 18, 24, 36, 48, and 54 Mbps, 802.11g: 1, 2, 5.5, 6, 9, 11, 12, 18, 24, 36, 48, and 54 Mbps Integrated antenna: 2.4 GHz, gain 4 dBi, internal omni, horizontal beamwidth 360 °, 5 GHz, gain 4 dBi, internal omni, horizontal beamwidth 360 ° Interfaces: 10/100/1000BASE-T autosensing (RJ-45), Management console port (RJ-45) Indicators: Status LED indicates boot loader status, association status, operating status, boot loader warnings, boot loader errors. Dimensions to fit current enclosures: Access point (without mounting bracket): 8.7 x 8.7 x 2.11 in. (22.1 x 22.1 x 5.4 cm) Environmental: Operating temperature: 32 ° to 104 °F (0 ° to 40 °C), Operating humidity: 10% to 90% percent System memory: 512 MB DRAM, 64 MB flash (b) ESTIMATED DOLLAR VALUE: $$480,000.00 (c) REQUIRED DELIVERY DATE: 01 October 2017 (4) IDENTIFICATION OF THE JUSTIFICATION RATIONALE (SEE FAR 8.405-6), AND IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE. (CHECK ALL THAT APPLY AND COMPLETE) Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. A patent, copyright or proprietary data limits competition. The proprietary data is: (If FAR 8.405-6(a)(2)iii before posting. Do not include specific proprietary data. Only mention the type of equipment, procedure, etc. to show that proprietary supplies or services are being procured.) These are direct replacements parts/components for existing equipment. The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system. Current VAAAHS wireless System is using CISCO wireless access point and controllers on a CISCO controlled network. Upgrade and expansion of existing system required the upgrade to seamlessly integrate with current wireless controllers to ensure system security and continuity for the future. Any modification to the current infrastructure to support any other device will cost and exponential increase in funding and manpower hours to make a system compliant. The new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures. An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays. (5) DESCRIBE WHY YOU BELIEVE THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.4 TO AID THE CONTRACTING OFFICER IN MAKING THIS BEST VALUE DETERMINATION: By evaluating the current IT architecture and system requirements it was deemed as the best value to upgrade the CISCO WAPs so that all of routers and switches will not need to be replaced also. (6) DESCRIBE THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: Market research was conducted using SEWP RFQ 60318 & 61412 as well as internet searches for compatible equipment to existing architecture (7) ANY OTHER FACTS SUPPORTING THE JUSTIFICATION: N/A (8) A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE: None (9) REQUIREMENTS CERTIFICATION: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
