- The Naval Sea Systems Command (NAVSEA) intends to use other than full and open competition to award a modification to existing contract N00024-13-C-5212 with Raytheon Integrated Defense Systems (IDS) in St Petersburg, Florida. The contract modification will provide for a 15-month extension to the contract and an increase in the contract ceiling to support completion of tasking within the existing scope of the contract during the extension period for continued performance of Cooperative Engagement Capability (CEC) Design Agent and Engineering Services (DA/ES) efforts through 2019. Specifically, this contract extension period will support the following CEC requirements: •Advanced Capability Build (ACB) 16 development to accomplish the technology insertion of improved CEC software with additional AEGIS Weapon System capabilities, and completion of CEC Final Qualification Testing (FQT) •Design of the CEC system with AEGIS ACB 20 •Development and lab testing for first phase of EASR-to-CEC sensor interface through Software Build Review 2 •Completion of Navy Integrated Fire Control-Counter Air (NIFC-CA) software improvements for E-2D and AEGIS platforms, including integration and testing for NIFC-CA field events •Completion of CEC fielding onboard Australia Hobart class and Japan J7 ship platforms •Completion of CEC Delta System/Software Configuration Build 4 (DSSC 4) capabilities in the E-2D Advanced Hawkeye •Completion of DDG 1000 Final Qualification Test •Completion of Common Array Block-Expeditionary (CAB-E) software development for the development, integration, test, and delivery of CEC software maintenance builds for U.S. Marine Corps platforms •Completion of efforts to field CEC Identification, Friend or Foe (IFF) system design improvements to the in-service CEC fleet •Completion of integration efforts required to enable CEC IFF Mode 5 capability for AEGIS Baseline 6 Phase 3, SSDS Mk2 Build 9, and SSDS Mk2 Build 6 ships •Development and maintenance of the CEC system, including in-service baseline maintenance and development, integration, test, and delivery of maintenance builds The extension modification will mirror the structure of the existing contract by incorporating Cost-Plus-Fixed-Fee (CPFF) Level-of-Effort (LOE) CLINs for engineering efforts, and Cost-Only CLINs for associated Other Direct Costs. NAVSEA anticipates that award of the modification will occur in or around the third quarter of calendar year 2018. This pre-solicitation synopsis notice covers requirements that NAVSEA intends to procure on a sole-source basis with Raytheon IDS. However, NAVSEA encourages interested companies to review the pre-solicitation synopsis notice posted under solicitation number N00024-18-R-5200 for a new CEC DA/ES procurement that will be conducted using full and open competition. The CEC program provides a sensor network with Integrated Fire Control capability that significantly improves strike force air and missile defense capabilities by coordinating measurement data from strike force air search sensors on CEC-equipped units into a single, integrated real-time, composite track air picture. The CEC sensor netting system improves the Area Air Defense capabilities of Naval Carrier Strike Groups and Expeditionary Strike Groups by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC Cooperating Units. CEC fuses the distributed data into a single fire control quality air track picture that significantly improves unit track precision, consistency and continuity; expands detection range; and improves reaction time. CEC also improves strike force effectiveness by improving overall Situational Awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
