- Soldier Virtual Trainer (SVT) Intent of the Notice: U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager (PM) Instrumentation, Targets, and Threat Simulators (ITTS), Product Manager Special Operations Forces (SOF) Training Systems (PM STS) through Army Contracting Command - Orlando (ACC - Orlando), is conducting market research on the capabilities available that meet the requirements for the Soldier Virtual Trainer (SVT), a New Start program. PM STS will support any offerors request to present a capabilities brief. However, the Government will not be liable for any cost associated with presentation and demonstration capabilities. An acquisition strategy is simultaneously being developed for a future competition of the SVT requirement. Brief Description: The Soldier Virtual Trainer will merge the current US Army's Engagement Skills Trainer II and Call for Fire Trainer III into a single training enabler. The SVT will utilize the EST II and CFFT III Government owned software baselines and will reuse as much of existing hardware as feasible. SVT will enable Army Readiness through dismounted collective maneuver training capability; provides individual and crew-served weapons skill development; enables Joint fires training; and exercises Use of Force decision making. The below paragraphs describe the legacy EST and CFFT systems and their intended purpose. The U.S. Army currently primarily trains soldiers using actual weapons on ranges. The Engagement Skills Trainer (EST) simulated indoor training environment of weapons supports all U.S. Army small arms and allows for realistic target presentations in varying environments such as desert, forest and military operations in urban terrain. The EST is purposed to accomplish the following: a. Simulate weapon training events which lead to live fire individual and crew weapon qualification. b. Simulate training events currently not resourced that contribute to increased weapon, crew, fire team, and squad combat effectiveness, namely, reflexive fire, engagement of moving targets, firing machine guns in pairs and Escalation of Force (EOF) decision training. c. Simulate squad collective gunnery and tactical tasks for defense and ambush missions. d. Provide the medium for training leaders of fire teams and squads in command, control, and distribution of fires while in a realistic collective mode. e. Save current required ammunition resources, travel time and cost to and from ranges, other range support resources, while simultaneously providing meaningful, effective training to soldiers. f. Support the functional gunnery training strategies and standards in weapons training. The Call For Fire Trainer (CFFT) is the U.S. Army's choice for training all Soldiers in the basics of call for fire and for providing both basic and advanced training to Forward Observers (MOS 13F). The CFFT is a lightweight, rapidly deployable, observed fire training system that provides simulated battlefield training for Fire Support Specialists, Joint Fires Observers (JFO), and soldiers at the institutional and unit level. The Joint Fires Product Line (JFPL) was developed to support Joint Fires training applications. The JFPL architecture is scalable to meet various levels of training requirements from procedural training up to full mission rehearsal; configurable to meet various facility and transportability requirements; interoperable to be able to network with other simulations; and modular so that a customer only has to have the capabilities that meet his specific training requirements. With the integration of the CFFT systems and JFPL, the systems training capabilities include Forward Observers (FO), Joint Fires Observers (JFO), and Joint Close Air Support (JCAS). The CFFT systems train the proper procedures to call Indirect Fire support including artillery support and mortar support, Naval Surface Fire Support, and Type I, II and III terminal attack controls for Close Air Support (CAS). The Soldier Virtual Trainer will merge the current US Army's Engagement Skills Trainer II and Call for Fire Trainer III into a single training enabler. The SVT will utilize the EST II and CFFT III Government owned software baselines and will reuse as much of existing hardware as feasible. SVT will enable Army Readiness through dismounted collective maneuver training capability; provides individual and crew-served weapons skill development; enables Joint fires training; and exercises Use of Force decision making. Requirements/Capabilities: Weapon Skill Development (WSD) - An immersive individual / crew / collective Weapon Skill Development training capability to meet Army Readiness integrated weapon training strategies (IWTS). Fires - A scalable and tailorable Joint Fires training capability to conduct precision targeting and employ precision munitions in all environments. The SVT will be interoperable with mission command and target acquisition systems. Use of Force (UoF) - Soldiers, using their assigned weapon(s), other capabilities, and the UoF equipment available, will exercise their cognitive functions to include rapid decision making and target acquisition in a stressful scenario. This will include the introduction or removal of verbal, non-lethal, lethal capabilities as fielded to the Department of Defense. Battle Drill Training - The SVT will provide the lowest level dismounted maneuver force, the capability to conduct collective drills, and tasks training to include dismounted and mounted operations (in current and future Army/Joint platforms) in the Operational Environment (OE). Responses should include a brief narrative to demonstrate your capabilities and knowledge in the virtual and simulation of weapons and marksmanship indoor training as identified above. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 333318 Other Commercial and Service Industry Machinery Manufacturing PAGE LIMITATION: 10 PAGES MAXIMUM.
