Description

The Government contemplates a firm fixed price contract for a one base year and four option years in support of the Preventative Maintenance, Repair, and Emergency Service of HVAC Chiller Systems under NAICS Code 238220 and PSC Z1NB at the following Department of Veterans Affairs, California locations: Mare Island Martinez Travis AFB Fairfield Sacramento Mather McClellan Park This is a Sources Sought to discern if there are adequate SD/VOSBs to set-aside the requirement. If your company is capable of performing this work, please email your Company Name, DUNS number, and a Capabilities Statement to the contract specialist Rex.Crouch@va.gov. Please put the following in the Subject Line: HVAC Sources Sought and email package by close of business 18 AUG 2017. The contemplated work consists of: MAINTENANCE SERVICES: (a) Maintenance Services includes Preventative Maintenance, Repair Maintenance, Emergency Service, and Call Back Service. (b) Notwithstanding any term(s) to the contrary, the contractor is responsible to perform all PM and CB, at no additional cost to the Government. c) Whether a particular Maintenance Service is a PM, RM, ES, or CB service will determine financial liability for the costs of the MS. That determination will be made by the Contracting Officer, (CO), based on available facts and evidence. If the contractor disagrees with the determination of the CO, he/she has specific remedies available under the terms of the Contract. Failure of the parties to this contract to reach agreement on any request for equitable adjustment, claim, appeal or action arising under or relating to this contract shall be a dispute to be resolved in accordance with the clause at FAR 52.233-1, Disputes. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract. PREVENTIVE MAINTENANCE (PM): (a) Contractor shall supply all labor, tools, parts, material, equipment, supervision, and transportation necessary to perform complete Preventative Maintenance inspection and service of all items as identified in Section B during the contract period. (b) The PM shall be performed in accordance with the terms and conditions, chart and tables contained herein, and the manufacturer's recommended maintenance procedures. (c) It is the sole responsibility of the service contractor to schedule and perform all preventive maintenance inspections at the intervals specified, at a time mutually agreeable with the COR or his Engineering Designee. The Department of Veterans Affairs does not assume any responsibility for reminding the service contractor that a preventive maintenance inspection is due to be performed. (d) The contractor shall provide out-of cycle PM services, as required, which may consist of calibration, cleaning, oiling, adjusting, replacing PM parts, and maintaining the equipment, including all intervening calls necessary between regularly scheduled PMs at no additional cost for parts or labor, including providing Documentation (See D.1.10). (e) "Within Scope Parts": The Contractor is responsible for paying for all normal PM parts and fluids (including batteries and PM parts shipping expenses). (f) "Out of Scope Parts and labor" are defined as labor, parts and materials required for other than a PM, CB. The cost of "Out of Scope Parts and labor will be borne by the VA. Note: Contractor must obtain CO or COR authorization and a separate Purchase Order number before performing the repair labor, purchasing or replacing any parts considered "Out of Scope Parts and labor" to this contract. The cost of these parts will be based on the Contractor's actual cost of the part, "less" any discounts received by the contractor on those parts and fluids, "plus" shipping charges. REPAIR MAINTENANCE (RM): (a). The contractor will provide RM when the equipment fails or breaks-down (repair services may consist of calibration, cleaning, oiling, adjusting, repair service and replacing parts). (b) RM Contractor labor, parts and fluids are considered "out of Scope to the contract". When requested by the COR or CO, Contractor shall evaluate the extent of the required repair and provide the COR with a Cost estimate (parts and labor included) to perform the repair. Subject to negotiation, the Government shall pay contractor labor costs, plus, the actual cost of the parts and fluids, "less" any discounts received by the contractor on those parts and fluids, "plus" shipping charges. Note: Prior to purchasing parts and/or performing the RM, the Contractor must obtain written approval by the Contracting Officer or COR, and/or a separate Purchase order number. EMERGENCY SERVICE (ES): (a) Emergency Service calls are service calls, necessitated by damage to equipment caused by actions of Government Employees, or actions of Government Contractors (e.g. Electricity providers) other than the Successful Offeror, or Acts of Nature such as floods, tornadoes etc., or as a result of War or Terrorism. (b) Emergency Service (ES), including all parts, fluids and direct Contractor labor costs are considered "Out of Scope to the contract". Subject to negotiation, the Government shall pay contractor, direct labor costs, plus, the actual cost of the parts and fluids, "less" any discounts received by the contractor on those parts and fluids, "plus" - shipping charges. Note: Prior to purchasing parts and/or performing the ES, the Contractor must obtain written approval by the Contracting Officer or COR, and/or a separate Purchase order number, and provide Documentation upon completion (See D.1.10). CALL BACK SERVICE: Call Back Service is a service call, which is required due to incomplete repairs by contractor. Contractor shall provide such service calls, as required, at no cost to the Government, and provide Documentation upon completion (See D.1.10). RESPONSE TIME/DAYS AND HOURS OF WORK: (a) DAYS AND HOURS OF WORK: RM, ES, and CB Service, required in the performance of this contract shall be performed on an "on call" basis. Contractor shall respond (on-site physical response) to these service calls, and proceed with the service without undue delay, within three (3) hours after being notified, twenty-four (24) hours a day, seven (7) days a week, 365/366 days a year. Site Visits (Site Walks) After a socio economic set-aside has been determined and approved, the Site Visits (Site Walks) will be scheduled. A detailed Statement of Work and PM Schedule will be provided prior to site-walks.
