- Solicitation Form, Provisions & Clauses Statement of Work Source Selection Plan Past Performance Questionnaire Overview The Maritime Transportation System National Advisory Committee (MTSNAC) is a chartered, non-federal body, to advise the Secretary of Transportation on Marine Transportation System (MTS) issues, including the effective use and expansion of America's Marine Highway and port development challenges. The MTSNAC is comprised of leaders from commercial transportation and supply-chain firms, port and water stakeholders, labor, academia, and Federal, state, and local public entities. MARAD seeks a contractor to provide support services to develop and host MTSNAC full committee meetings and subcommittee meetings during the contract period. The selected contractor will work closely with MARAD staff while developing each meeting. The contractor will be responsible for arranging and managing logistical issues for each meeting. Place of Performance Scheduled meetings will be held at least three (3) times a year, with subcommittee meetings between full committee meetings in the Washington, DC area. The meetings may also be hosted in other locations or virtually. Period of Performance The MTSNAC contract base year will be issued from 2017-2018. Three (3) option years will be available upon concurrent agreement between the contractor and the Government. Evaluation The following factors shall be used to evaluate proposals: • Factor 1 - Technical Approach/Experience Past Performance -The questionnaire document provided must be completed by the point(s) of contact of relevant contracts/projects. Offerors must provide two (2) similar or relevant past performance projects/contracts • Factor 2 - Cost/Price Technical Approach/Experience and Past performance when combined is slighlty more important than price. Contract Type Firm Fixed Price Other Information Please be advised interested offerors must be registered in the System for Award Management ( www.sam.gov ) in order to be eligible to receive an award from any Government solicitation. Also, offerors must ensure annual Representations and Certifications are current or complete them on the SAM website. It is the prospective offeror's responsiblity to check www.fbo.gov as often as necessary for any posted changes to this solicitation.
