Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA786-17-Q-0655 for a one basic UTV at Dayton National Cemetery in Dayton, OH. The Contractor shall deliver the following items, FOB Destination. Delivery shall be completed within sixty (60) calendar days ARO. Item: Utility vehicle, traditional class (Not off-road/work crossover, not high-performance, not military) Qty: 1/ea. Note: Offerors must provide descriptive literature, to include current warranty provisions to support the government s evaluation of the offered product(s). All questions shall be submitted in writing to the Contract Officer (CO) at Katherine.Iacovelli@va.gov. All questions due by 8/21/17 at noon. Item shall be in accordance with all terms, conditions, specifications, schedule, representations contained in the solicitation, any pertinent OSHA Occupational and Safety regulations, VA and Federal Security regulations and policies, and any State and/or local regulations, laws and codes. Proposals will be evaluated and award will be made to the responsible offeror conforming to the solicitation with the lowest evaluated prices of proposals meeting or exceeding the acceptability standards for non-cost factors. The non-cost factor is Equipment. Responsibility determination will be made in accordance with FAR 9.1 Responsible Prospective Contractors. Price will be evaluated on the basis of its realism and acceptability to the Government. Risk will be considered in all of these factors. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB).   The NAICS Code is 441228.   Size standard is $32.5M.   Electronic solicitations will be available for download from http://www.fbo.gov on or about August 15, 2017. Responses to the solicitation are due by noon Eastern time on August 25, 2017. Any amendments to the solicitation will also be available at www.fbo.gov.   Offerors are advised they are responsible for obtaining any amendments.   Information shall be submitted in the manner requested in FURTHER INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined non-responsive and removed from further consideration.
