Description
RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subparts 12.6 and 13.5 as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation, and quotes are being requested. 1625DC-17-Q-00040 is issued as a Request for Quote (RFQ). This RFQ, its incorporated provisions, and clauses are those in effect through the FAR and the Department of Labor Acquisition Regulation System (DOLAR). This solicitation is unrestricted. The North American Industry Classification System (NAICS) code is 541990 - All Other Information Services, and the corresponding size standard is $27.5 million dollars. In this solicitation, the Bureau of Labor Statistics (BLS) is requesting quotes for warehouse data. There is one line item: base line item. Part 1 (Base line item) a. "Project List." A reasonably comprehensive list of all new warehouse building projects in the United States that were either: (1) bid, (2) under construction, or (3) completed construction during the period of June 1, 2014 to June 1, 2017. In preparing the list of new warehouse building projects it is very important that the project meet the definition of a ‘new' ‘warehouse' building. b. "Models." Develop a cost model of the warehouse building project selected by BLS for each of the four Census regions. The cost model must go down to a level of detail such that all tasks necessary to complete the building are specified. (See attachment B at the end of this document for an example.) All building systems (plumbing, heating, and air conditioning, electrical, roofing, siding, and substructure) must be included in the model submission. The cost models must include appropriate column headers. All assembly level cost information must accurately reflect the aggregation of the lower level cost information. Similarly, the total cost (both with and without overhead and profit) for each line in the model must accurately aggregate the material and installation costs for that line. The cost information for the assemblies and components must reflect market costs for the region that the model is for. NOTE: No partial quantities should be listed for items which are not divisible into partial quantities. For example, ‘1.5 toilets' is not acceptable. Please round the quantity as appropriate. c. "Contractor List." The vendor will provide a list of contractors (see the minimum required numbers in the table below) for each of the four regions (Northeast, South, Midwest, and West). The list must consist only of contractors that had bid or worked on a new warehouse building project between June 1, 2014 and June 1, 2017. d. Ongoing support regarding contents of the regional models and any quality adjustment information required by BLS due to changes in the regional models. BLS may also request additional information for cost changes that it deems noteworthy or for cost information to make adjustments when the models or cost update process change. Based line item is to be delivered within 5 days of contract award to BLS COR or another point of contact identified by the COR. Part 2 (Two Option Periods) a. "Quarterly Cost Updates." One year of quarterly cost updates for the four warehouse building models. The cost updates for each option year are due: June 10, September 10, December 10, and March 10. Each option year begins June 1 (starting in year 2018) and concludes on May 31 of the following year. b. One year of ongoing support of quarterly cost changes for the regional models and any quality adjustment information required by BLS due to changes in the regional models. Along with the delivery of the quarterly cost updates the vendor provides an explanation for any significant cost changes due to the quarterly updates. BLS may also request additional information for cost changes that it deems noteworthy or for cost information to make adjustments when the models or cost update process change. The requirement under the option periods, if exercised, shall be delivered to BLS COR or another point of contact identified by the COR. Offerors are required to include a completed copy of the provision at 52.212-3, with their quotes unless they have already completed their annual representations and certification electronically in System for Award Management (SAM), or offerors may wish to amend their SAM information for this solicitation by completing 52.212-3. The following provisions/clauses also apply: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items. See solicitation for a complete list of clauses/provisions. A list of applicable clauses/provisions applicable under 52.212-5 starts on page 10 of solicitation. The Government may award a firm fixed price purchase order resulting from this solicitation to the responsible Offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government may reject any or all quotes if such action is in the public interest; accept a quote other than the lowest priced quote; and waive informalities and minor irregularities in quotes received. The Government reserves the right to make award without communications. Therefore, the offeror's initial quote should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct communications if the Contracting Officer later determines them to be necessary. If the Government awards without communications, the offerors may be given the opportunity to clarify certain aspects of quotes or to resolve minor clerical errors. The following factors shall be used to evaluate offers: · Factor I - Technical Capability · Factor II - Price All factors are listed in descending order of importance, so Factor I is more important that Factor II and Factor II is more important that Factor III,etc. When combined, non-price factors are significantly more important than price. See section L for complete instructions. Quotes must be submitted via email to clower.teresa@bls.gov and chaney.lasondia@bls.gov. To be considered for award, offerors must submit quotes to ensure they reach the aforementioned email addresses no later than August 29, 2017 at 12:00 PM Eastern Time (ET). Quotes received after the due date and time will not be considered for award. Questions are due no later than August 21, 2017 at 5:00 PM ET. See solicitation for complete instructions.
