FA2517-17-R-7003 RFP Amendment 01 AMENDED RFP: READ THIS NOTICE IN IT'S ENTIRETY The Government intends to award a single contract for Modeling, Simulation, and Analysis (MS&A) for Space and Cyberspace Capabilities (MSCC) Support, to be performed at Peterson Air Force Base, Colorado Springs. Services required by the MSCC contract includes assisting HQ AFSPC/A9XY and HQ AFSPC/A3Z in the development/modification of MS&A and decision support tools as well as the analysis of space and cyberspace capabilities that provide tactical, operational, and strategic level support to meet military and national objectives as required by the Performance Work Statement (PWS). The anticipated contract period of performance includes a 54 day phase-in period to included in a core contract period consisting of a 5 year period of performance, and the potential of not more than 6 months extension under the authority of FAR 52.217-8 Option to Extend Services. Total performance period including phase-in, including full contract performance, and maximum allowable extension under FAR 52.217-8, is 5 years and 6 months. This is a best-value source selection conducted in accordance with (IAW) FAR 15.3, as supplemented by DFARS 215.3, AFFARS 5315.3, which will result in the award of a single hybrid consisting of Firm Fixed Price, Cost-Plus-Fixed-Fee, and Cost Reimbursable, and not-separately priced contract line items. Offerors must be registered in the System for Award Management Registration (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov. Proposals must be received by the 21st Contracting Squadron, LGCCB, Building 350, 135 Dover Street, Ste. 2225, Peterson AFB, CO 80914-1055, not later than 10:00 AM Mountain Daylight time, on Tuesday, 5 September 2017. See the RFP for Proposal Delivery instructions. Proposals received after the specified date and time for delivery shall be considered late. Late deliveries will be handled IAW paragraph (c)(3) of FAR 52.215-1, Instructions to Offerors-Competitive Acquisition. Final questions and answers received by the deadline due date of 1 August 2017 are provided with the posting of this amended RFP. Any late question submittals received after that date were reviewed thoroughly and those that drove a change to the Amended RFP have been addressed within the RFP. For those questions received late that did not drive a change to the RFP, they have been considered and not addressed in the Q&As if they did not drive a change to the RFP due to the lateness of submission. Be advised that where questions drove changes to attachments, the government is providing those specific attachments along with the Amended RFP only, and not the entire package.
