- The NATO Communications and Information Agency (NCIA) intends to issue an Invitation for Bid (IFB) for the provision of Satellite Personal Communications Services for Operational Liaison and Reconnaissance Teams (OLRTs). Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be approved for participation in NATO International Competitive Bidding (ICB), and (3) be nominated to the bidders list by the U.S. Government. The reference for the IFB is IFB-CO-14602-OLRT and all correspondence concerning the IFB should reference this number. SUMMARY OF REQUIREMENTS Background The OLRTs are the Alliance's initial presence in theatre and their mission is to be ready to deploy at short notice. The OLRTs are a key Command and Control enabler in developing situational awareness during the early phases of the mission. The OLRTs must be prepared and equipped with deployable communications systems to deploy and operate up to strategic distance in diverse and austere environments in support of the Joint Task Force Commander's (JFC) planning and decision-making. This project will provide transmission element and associated services to connect the deployed staff to their parent Headquarters. Scope No deployable assets (hardware or software) will be procured under this contract. The contract resulting from the IFB shall acquire satellite airtime on both Inmarsat and Iridium commercial satellite constellations to enable the mobile communications that underpin the high readiness posture that is being continually maintained by the OLRTs. This project shall also provide Terrestrial backhaul services to be used by the current and future inventory of Theatre Liaison Kilts (TLKs) and Small Team Kits (STK) to connect to the NATO anchor points. This contract will be implemented through one single IFB with 2 separate Work Packages as follows: Work Package 1 - "Provide SATCOM Subscription Services" will provide the OLRT with access to commercial Satellite Communications services to enable them to support NATO Response Force (NRF) mission preparation, exercises and the reconnaissance phase of actual missions. The Contract shall provide subscribed satellite airtime on the Inmarsat and Iridium satellite constellations. The period of performance for the services in this Work Package is 2019 to 2023 (3 years plus 2 extendable years). Work Package 2 - "Provide Terrestrial Backhaul Service" will establish an Extranet Virtual Private Network (VPN) to provide terrestrial backhaul services to transport the traffic from the Inmarsat BGAN terminals through the commercial satellite link to the NATO anchor points. Specifically, the terrestrial connectivity between the NATO anchor points in Belgium and Italy and the Inmarsat Point of Presence (PoP) in Amsterdam. The period of performance for the services in this Work Package is 2019 to 2023 (3 years plus 2 extendable years). BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list, however, the U.S. firm must be approved for participation in NATO ICB. Firms are approved for U.S. NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce (DOC) will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request from DOC that a DOE be issued (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application): 26 September 2017 - NCIA issues IFB (target): March 2018 - Bid Closing (target): July 2018 - Contract Award (target): March 2019
