- Software HHS-NIH-NIDA-SSSA-PSOL-2017-611 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-(SSSA)-PSOL-2017-611 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94/95, dated January 19, 2017. The associated NAICS code for this requirement is 517911 Telecommunication Resellers, size standard 1500 employees. BACKGROUND The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The current computer data storage and processing system consists of an Apple rack-mounted server running Mac OS X Server 10.6.8, one Promise VTrak E610fD 32 TB RAID with dual fiber channel controllers, and three Promise VTrak J610sD 32 TB expansion RAIDs with dual I/O modules. This configuration yields 88 Terabytes of available data storage. The data storage system was purchased over 8 years ago and is at the end of its product life. Apple no longer makes the rack-mounted Xserve product line and replacements parts are getting difficult to find. We are purchasing an HP DL560 server to replace our Apple Xserve and will be connecting it to our SpectraLogic nTier Verde Master Node that is currently being used as part of our tape backup system. The attached quote is for an expansion node that will connect to our master node. The storage space from the expansion node will be used to replace the 88 TB of primary storage currently available on our aging VTrak RAIDs. The additional storage space will also be used to perform daily disk-to-disk backups. The amount of additional storage will depend on the type of RAID configuration is implemented but will be approximately 200 TB. This configuration leverages our current equipment and provides for a flexible assignment of disk storage to either primary storage or backup storage as our needs change. We currently store MRI imaging data and image analysis results but plan to include genetic data in the near future. PURPOSE AND OBJECTIVES Our current data server and storage is near the end of its product life and puts the data at risk. This equipment is fully compatible with the equipment of our newer data backup and allows flexible assignment of storage category as our data storage needs change. The addition of new storage capabilities will ensure data integrity for the next decade.
