- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute of Mental Health intends to negotiate and award a contract for data and video acquisition systems. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334419 Other Electronic Component Manufacturing, with a Size Standard of 750 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95, 19 Jan, 2017. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to: VPixx Technologies, Inc 630 boul Clairevue O bureau 301 Saint-Bruno, PQ, J3V 6B4, Canada The essential characteristics of the vision research equipment that limit the availability to a sole source are as follows: • The DATAPixx2 is a complete, multi-function data and video processing peripheral for research in vision and neuroscience. It offers unique characteristics which are specific requirements for scientific applications. One such characteristic is the full adaptability to achieve synchronization of the digital, analog and audio I/O of the DATAPixx2 with the computer graphics board and other experimental peripherals with microsecond precision. Additionally, the DATAPixx2 provides two DVI video outputs, allowing for subject display and a separate investigator display. Since the DATAPixx2 supports dual-link DVI graphics boards, the image/video presentation can be done at high resolution and refresh rates. • The firmware upgrade for the PROPixx controller is software specific to the ProPixx controller and enables it to be fully adaptable in order to synchronize an array of peripherals to the projected display during an experiment. These peripherals include a stereo audio stimulator, a button box port for precise reaction-time measurement, triggers for electrophysiology and eye-tracking equipment, and even a complete analog I/O subsystem. With the firware upgrade of the ProPixx controller to the full version, one can now successfully synchronize all of the subject I/O to video refresh with microsecond precision. • This 3D polarizer is specific for the PROPixx DLP LED projector that allows for the projection of stereoscopic stimuli at a high resolution of 1920 x 1080 for passive polarizing glasses up to 400 Hz. It is a specifically designed circular polarizer to be placed in front of the long-throw lens and through a cylindrical waveguide penetration of radiofrequency shielding to be used for fMRI studies. Only this suggested source can furnish the requirements, to the exclusion of other sources, because VPixx Technologies Inc. is the only manufacturer of such a complete multi-function data and video processing peripheral for vision research and neuroscience research. The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is a USB peripheral, and the new item/service must coordinate, connect, or interface with the existing system flashing the firmware on that USB peripheral. In the case of the PROPixx firmware, the new items are "direct replacement" parts / components for existing equipment. Project Description In the first case (DATAPixx 2), this USB peripheral will be used with LCD displays for stimulus presentation. In the 2nd case (PROPixx Firmware), the firmware upgraded USB peripheral (PROPixx controller) will be adaptable and used with a projector (PROPixx) to achieve perfect synchronization with the display presenation and other experimental hardware. In the 3rd case, we'll present 3D images via polarizer lens placed in front of a projector. We've already purchased one USB peripheral with projector, which is currently being used in one of the experimental setups as a replacement for an outdated system. With the need for additional USB peripheral to replace the outdated data acquisition systems in the other experimental setups of the investigators in the lab, for enabling the full functionality of the ProPixx controller and for presenting 3D stimuli in fMRI and electrophysiology studies, we need to purchase four additional USB peripherals, a firmware upgrade for the projector's USB peripheral (to gain full functionality), and 3D polarizer. Qty: 1 3. VPixx Technologies 3DPolarizer, Part Number: VPX-ACC-8060. Qty: 1 Period of Performance 30-60 days from receipt of award. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by 12:00 PM on August 30, 2017 and must reference number HHS-NIH-NIDA-SSSA-NOI-17-650.
